The employee serves as an Economist in the Office of Policy and Plans under the direction of the Office Director. The Office of Policy and Plans is responsible for developing and coordinating long range plans for Maritime Administration programs and for conducting special studies and analyses of program operations in light of planned objectives. The office is also responsible for managing large data sets related to maritime transportation for the agency.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience conducting special studies and analyses and applying economic principles toward assessing transportation related industry issues. Experience analyzing data to identify trends and interpret how those trends affect the economic health of an industry or economic sector. Experience working in the transportation or maritime industry preferred. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience leading special studies and analyses and applying economic principles toward assessing transportation related industry issues. Experience analyzing data to identify trends and interpret how those trends affect the economic health of an industry or economic sector. Experience articulating economic analysis to senior officials. Experience working in the transportation or maritime industry preferred. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.  Mastery knowledge of the principles, concepts, and methodology of economic analysis (including simulation) sufficient to examine a broad range of information on large and complex issues.  Results of studies will not always be transparent and/or readily apparent, resulting in a need for the incumbent to display originality and ingenuity in order to develop conclusions which represent a solution.   2.  Skill in utilizing professional knowledge and creativity to develop an original plan, execute it and develop valid conclusions. 3.  Ability to initiate, formulate, plan, execute, coordinate, and bring extensive and difficult studies and analyses to a meaningful conclusion.  Frequently these studies and analyses are difficult to define or require a degree of originality to adapt, extend, or synthesize existing techniques or methods.

Education

The duties and responsibilities of this position require:

  • Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in Economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR


  • A combination of education and experience with courses equivalent to a major in Economics as shown above plus appropriate experience or additional education.
