The primary purpose of this position is: To serve as the Administrative Officer, AFOSI, Detachment 102 with comprehensive responsibility for personnel, comptroller, logistics, communications, computers, information services functions, evidence, and investigations assistance.

Duties

Plans, organizes and executes mission support activities and management services. Serves as the AFOSI Detachment's Financial Resource Advisor. Performs systems, local area network, (LAN), and computer system administration duties. Serves as the primary evidence custodian. Serves as an Investigative Assistant.

Requirements

  • This position is subject to provisions of the DoD Priority Placement Program
  • The position is designated by the Air Force as a Testing Designated position (TDP) under the Air Force civilian drug-testing program.
  • As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • Selectee must sign statements acknowledging the position is identified as a TDP.
  • Evidence Custodian work often requires the incumbent to handle evidence involving bodily fluids and sometimes hazardous materials.

  • All federal employees are required to have direct deposit.
  • Incumbent must possess a valid state driver's license, as she/he may be required to transport evidence or to obtain needed unit supplies and services.
  • Incumbent must be willing to travel on military or commercial aircraft for temporary duty or training assignments.
  • Employee must work under pressure. Emotional stability, tact, and maturity are necessary to cope with unusual and stressful situations.
  • Irregular duty hours and overtime may be required.
  • AFOSI funds management is a particularly sensitive program since funds are closely monitored and used for authorized expenses in support of the AFOSJ investigative mission.
  • The legal requirements for managing Advance of Funds (emergency funds) are stringent and subject to severe legal sanction if not handled properly.
  • Superior qualification will be considered.
  • Leave accrual may be authorized upon request.

Qualifications

CONDITIONS OF EMPLOYMENT CON'T The selectee must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander's designated representatives(s). In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: (1) utilizing knowledge of the concepts, principles, practices, laws, regulations, and policies of mission support multidiscipline of the investigative services required to protect DoD personnel and assets worldwide; (2) adhering to directives outlining the safeguarding of sensitive and classified material and organizational procedures for the sorting, collection, and delivery of official mail; (3) operating personal computer equipment, internal computer processes, applications, and utility programs, a wide range of analytical and diagnostic methods, procedures, and principles to identify system failures; (4) preparing and maintaining a variety of financial records, ( e.g. budget requests/justification, unfunded requirements, contracting documents, expenditure documents, etc.). OR EDUCATION: Successful completion of a master's or equivalent graduate degree or two (2) years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., (if related) in a field related to the position being filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and understanding of Air Force, DoD, AFOSI, and federal financial, personnel, logistics, communications, computers, and information management processes. Ability to develop resource management policy and provide an authoritative source of advice and assistance for region and field commanders in the practice of sound resource management practices. 2. Knowledge of personal computer capabilities and limitations, peripheral equipment, software configuration, and DoD and Air Force automated data processing and networking standards, policies and techniques to provide a substantial range of technical support and assistance to users of networks and personal computers in the unit. 3. Knowledge of extensive body of rules, procedures, policies, and processes covering the review, validation, and submission of a wide range of funds management and financial transaction under appropriated funds and reimbursable accounts to process and extract budgetary data from a variety of forms, documents and reports. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to analyze personnel records to extract pertinent information and to determine other leads necessary to obtain information. 5. Knowledge of handling evidence for criminal investigations to include documentation and chain of custody, and knowledge of concepts and fundamental principles that describe and guide proper employment of investigative services required to protect air Force and DoD assets worldwide. 6. Ability to communicate effectively both orally and in writing, train users, and provide assurance to customers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
