About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Eisenhower, Georgia.

Duties

Develops and improves existing techniques to monitor the effectiveness, efficiency, and productivity of the overall command surety program. Evaluates existing nuclear surety policies and regulations to determine impact on ARCYBER's surety program and resources. Provides non-technical expert guidance and support for the activities that encompass systems in the Nuclear Command, Control and Communication (NC3) programs. Assists with the nuclear surety inspections and staff assistance visits process in order to prepare ARCYBER nuclear surety units for DoD and DA Inspector General (DAIG) nuclear surety technical inspections.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Temporary duty travel may be required approximately 50% of the time.
  • This position is a testing designated position (TDP) in accordance with (IAW) Drug Free Federal Workplace Program. As a precondition and continuing condition of employment,
  • the incumbent of this position must, IAW Chapter 5, section II, paragraphs 5-8b and 5-8c(4) of AR 600-85 (The Army Substance Abuse Program) and DA PAM 600-85
  • (Army Substance Abuse Program Civilian Services), Chapter 3, paragraphs 3-2e and f agree to submit urinalysis testing on a recurring basis. The incumbent is required to sign a DA Form 5019

  • Incumbent must be able to obtain and maintain a TOP SECRET security clearance based on SSBI with eligibility for access to Sensitive Compartmented Information (SCI).
  • Incumbent must be willing to take and successfully pass a Counterintelligence Scope Polygraph (Cl/Poly).

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1. Oversees development and maintenance of a Personnel Reliability Program (PRP) consistent with DoD and Army regulatory requirements for the command. 2. Reviews and evaluations are made of operating procedures and practices used, and actions taken, by operating, service, and supporting organizations, (i.e., security, safety, medical, fire department, etc.). 3. Serves as expert for all nuclear surety matters, to include the coordination and interaction between external partners and stakeholders, as well as higher and lateral levels of command for the organization, e.g. DoD, HQDA, DAIG, U.S. Army Nuclear and Chemical Agency, respective ASCCs, ect. 4. Provides non-technical expert guidance and support for the activities that encompass systems in the Nuclear Command, Control and Communication (NC3) programs.
