About the Position: This position is located at A.T. Augusta Medical Center, within the Directorate of Resource Management/Comptroller, Department of Human Resources, Civilian Personnel Office.

Duties

Act as liaison to the servicing Civilian Human Resource Center for assigned groups, and for all aspects of the human resources process. Provide detailed analysis and recommendations for improvement in the utilization of human resources/manpower. Perform studies, analyses, and evaluation of administrative regulations, procedures and policy directives to determine applicability. Interpret and disseminate implementation guidance to Agency employees. Serve as the agency coordinator for recommended programs and Command Sponsorship Program. Provide regulatory interpretation, guidance, and assistance regarding civilian personnel related matters. Serve as liaison for organization structure, Student Loan Repayment Program, Civilian Tuition Assistance Program, Telework program and other directed programs. Assist in the strategic human resources management program and other programs to support effective Agency strategies. Perform and coordinate a wide variety of human resources functions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 2 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • This position requires the incumbent to have tuberculosis testing.

Qualifications

Position is a GS-09 level with promotion potential to a GS-11. The position may be filled at either level, GS-09 or GS-11. If selected at the GS-09 level; noncompetitive promotion to the next grade level is authorized; pending time in grade requirements and demonstrated ability to perform at the next higher/target level grade duties. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resource Management, Business Management, or Business Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Time in Grade Requirement for GS-09 level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Basic Requirements for Human Resources Liaison at the GS-11 level: Specialized Experience: One year of specialized experience which includes researching and/or analyzing human resources regulatory guidance to advise managers and/or employees on civilian personnel functions; providing advice and assistance for manpower management functions; utilizing automated systems to comprise reports from human resources databases; and/or recommending improvements to improve efficiency of operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resource Management, Business Management, or Business Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
