About the Position: This position is located with the U.S. Corps of Engineers, Galveston Contracting Division, Galveston, TX. Location may be negotiable after selection.
A RECRUITMENT/RELOCATION INCENTIVE OF UP TO 25% OF THE BASE SALARY, MAY BE OFFERED, DEPENDING ON FUNDING AVAILABILITY AND MANAGEMENT DISCRETION. Duties
Serves as a Section Chief within A/E and Construction, Mega Projects, or Supplies and Services Branch.
Advises primary customers and District office personnel in all phases of the acquisition process.
Directs the functions of the assigned Branch Section in the accomplishment of assigned functions.
Primarily serves as Contracting Officer with limited signatory authority to execute both pre award and post award contract actions.
Supervises, plans and directs the assigned Branch Section functions and overall personnel management activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Class III or IV contracting officer warrant. Class III for Supplies and Services Sections, Class IV for Mega Projects and A-E and Construction Sections.
- Must possess a foundational Contracting Certification at time of appointment.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;OR(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized experience is defined as one year of experience equivalent to GS-12 grade level in the federal service which includes: 1) Performing various types of contracting officer duties for pre and post award, to include developing acquisitions strategies, awarding contracts, negotiating modifications, reviewing Contracting Officer Representative reports, and conducting surveillance for a contracting organization; 2) Serving as senior contract specialist assisting with managing, assigning, and reviewing workload of contract specialists while ensuring quality and regulatory compliance; AND 3) Advising leadership on work statuses, proposed process changes, and resolutions to challenges. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
DUTY LOCATION INFORMATION:
If an alternate duty station is negotiated, the position will be considered virtual. This position would be considered remote and be required to sign a remote agreement with the expectation of at least 4 TDY visits to the Galveston District office yearly.
Salary posted is a range for the standard duty station localities and will be adjusted to the locality of selectee's physical duty location.
