About the Position: This Supervisory Contract Specialist is located with the Contracting Division, MEGA Project Branch located in Galveston, TX. A Relocation Incentive in lieu of PCS MAY be offered, depending on funding availability and management discretion. An Incentive must be requested by selected applicant at the time of the tentative job offer and approved prior to hire. An Incentive requires a signed service agreement.

Duties

Participate in the development of the District’s overall acquisition Strategy, plans, determination and findings, consolidation memorandums, source selection plans, and contractual documentation for pre and post award. Serve as a Branch Chief and Source Selection Authority on major A/E and Construction contracts utilizing formal source selection procedures for major programs (military, civil) of the District with an unlimited Contracting Officer warrant. Supervise, plan, and direct the Branch Sections Chiefs in the accomplishments of their assigned functions and their overall personnel management activities. Assign, review, and approve work of subordinates based on priorities, difficulty of assignments, and the capabilities of employees and evaluates employee performance, develops performance plans, and rates employees. Provide oversight of contract functions to include acquisition planning, proposal evaluation, contract award, administration, and closeout for all Branch Sections ensuring compliance with all regulations, statues, policies, and guidance. Advise acquisition personnel, Contracting Officers, Contract Specialists, primary customers, and District office personnel in all phases of the acquisition process.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.
  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
  • Appointment to this position is subject to a one- year supervisory probationary period unless the appointee has previously met the requirements.
  • Foundational Career Level Certification or Contracting Professional Certification is required and must be submitted with your application package.
  • This is a Defense Acquisition Workforce (AWF) position. The employee must meet DoDI 5000.66 requirements.
  • Incumbent is required to successfully complete the Civilian Education System Course and the Supervisory Development Course within 12 months of being assigned this position.

Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. Basic Requirements for Critical Acquisition Positions - You Must Have: 1) Be eligible for GS-14, or equivalent 2) Hold a bachelor's degree 3) Have completed all mandatory training requirements for Level II or III certification as prescribed by the head of the agency for progression to higher level contracting positions 4) Possess four years of acquisition experience. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience that MUST include ALL of the following: (1) Conducting pre and post award activities for Architecture, Engineering and Construction contracts to include actions such as acquisition planning, formal source selection, bid or proposal analysis, negotiating, and SCO/HCA peer reviews as a senior contracting officer ($100M and above). (2) Reviewing and evaluating solicitations and contracts for compliance with acquisition laws, principles, regulations, statues, Executive Orders, and procedures for pre and post award actions.(3) Exercising supervisory authorities and responsibilities involving work assignment and review, the administrative and personnel management functions relative to the staff supervised, as well as recruiting and hiring new staff.(4) Establishing guidelines and performance expectations for staff, which are communicated through the formal employee performance management system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Specialized experience MUST be clearly stated within resume. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
