About the Position: This Supervisory Procurement Analyst, Deputy to the District Chief of Contracting, is within the Galveston Contracting Division, Business Oversight Branch located in Galveston, TX.

Duties
Serve as Contracting Officer (Deputy) with complete authority to execute contracts in accordance with existing regulations and within delegated monetary limitations.
Perform day to day supervisory and management work providing policy decisions of both technical and administrative matters presented by subordinate branch chiefs.
Participate with the Chief in formulating long-term plans and programs and in performing functions relating to personnel management, program review and evaluation.
Responsible for directing the functions/programs and training for Procurement Analysts, System Administrators, GPC A/OPC and assigned personnel in support of standardizing processes throughout Southwestern Division.
As full deputy to the District CoCO, exercise full and concurrent authority with the Chief, in performing the overall procurement mission of the Division to include planning, supervision and management, review of policies, programs and functions.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Appointment to this position is subject to a one- year supervisory probationary period unless the appointee has previously met the requirements.
- Foundational Career Level Certification or Contracting Professional Certification is required and must be submitted with your application package.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet DoDI 5000.66 requirements.
- Incumbent is required to successfully complete the Civilian Education System Course and the Supervisory Development Course within 12 months of being assigned this position.

Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
Basic Requirements for Critical Acquisition Positions - You Must Have:
1) Be eligible for GS-14, or equivalent
2) Hold a bachelor's degree
3) Have completed all mandatory training requirements for Level II or III certification as prescribed by the head of the agency for progression to higher level contracting positions
4) Possess four years of acquisition experience. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience that MUST include ALL of the following: 1) Advising management, contract specialists, contracting officers, or technical team members on contracting policies and procedures for an organization; 2) Evaluating contracting procedures or policies concerning contracting issues for the organization and recommend updates or changes; 3) Supervising employees to include assigning work, relaying performance expectations and being involved in hirings of staff for an organization; 4) Establishing guidelines and performance expectations for staff, which are communicated through the formal employee performance management system.Specialized experience MUST be clearly stated within resume. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
