You will serve as a PROGRAM MANAGER (INTERGRATED REQUIREMENTS & CAPABILITIES)
in the REQUIREMENTS AND CAPABILITIES DIRECTORATE
of BUREAU OF MEDICINE AND SURGERY.
Duties
You will serve as the Program Manager over Integrated Requirements and Capabilities Division program/projects within BUMEDs missions worldwide
You will serve as the Deputy Director, BUMED and the Program Manager/Director, Integrated Requirements and Capabilities Division, BUMED
You will serve as a senior advisor to Director, BUMED and BUMED's representative to executive leadership, on developing and implementing strategic plans
You will represent BUMED on cross-functional teams across the DON and through active participation at relevant conferences, meetings, hearings, or presentations involving problems or issues of considerable consequence or importance
You will review and develop Joint Capabilities Integration and Development System (JCIDS) documents including Initial Capabilities Documents (ICD), Capability Development Documents (CDD), and Capability Production Documents (CPD).
You will lead the enterprise's capability document review process with relevant internal stakeholders and subordinate activities.
You will serve as the Contracting Officer Representative (COR) to the Contracting Officer on all contracts supporting the Requirements and Capabilities directorate
You will serve as Navy Medicine Enterprise's expert on requirements management and capability development
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience developing and implementing program policies, plans, and processes on issues which cross internal and external functional lines within an agency
Experience analyzing Joint Capabilities Integration and Development System requirements documents (Initial Capabilities Documents (ICD), Capability Development Documents (CDD), and Capability Production Documents (CPD) to provide management and quality improvement recommendations
Experience developing contract requirements and ensuring that contractors meet the commitments of their contracts
Experience providing technical and administrative supervision to a diverse group of civil service employees
