You will serve as a PROGRAM ANALYST in the office of the Assistant Secretary of the Navy (Energy, Installations, and Environment) (ASN (EI&E)) of ASN EI-E WASHINGTON DC.
Duties
You will serve as Director for developing, managing, coordinating, and ensuring execution of the long-term strategic engagements plan for the office of the Assistant Secretary of the Navy (Energy, Installations, and Environment) (ASN (EI and E)).
You will be the principle civilian assistant to the ASN (EI and E) and also ensure civilian continuity to provide sustained leadership, visioning, and synchronizing the advanced planning and prioritization of ASN (EI and E) engagements.
You will assist in providing the best forward looking advice to ASN (EI and E) and to the extent of SECNAV and other Secretariat and Service engagement planning, messaging, and alignment.
You will respond directly to all levels of leadership within the Headquarters, Department of the Navy and Office of the Secretary of Defense to resolve complex and sensitive program issues and concerns.
You will Advises ASN (EI and E) on DoN alignment and opportunities with the national level and DoD-wide strategic guidance documents to the National Security Strategy, National Military Strategy, and National Defense Strategy.
You will lead high-performing work groups engaged in time-sensitive projects tasked by the ASN (EI and E) to ensure all program and policy matters are implemented and organizational objectives are achieved.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience developing strategic engagement planning, messaging, and alignment with the national security defense and foreign policy processes, international relations theory, military and diplomatic history, and maritime affairs enterprise to support advance internal and external priorities.
Experience conducting independent analysis to provide recommendations on complex issues involving agency programs and policies for the development and implementation of strategic objectives.
Experience analyzing, evaluating and advising on the development of organizational objectives and short-range/long-range program goals and making technical determinations using innovative judgment while ensuring policy conformance.
Experience independently exercising a wide latitude and judgment in the planning, conducting, coordination, and reporting on highly complex and ambiguous assignments to resolve systemic problems impacting the organization.
Experience providing advice, consultation, and direction to organize and lead in a variety of warfighting disciplines to isolate issues, developing courses of action, options and recommendations on critical national security, roles and missions, force structure and resource issues.
