The primary purpose of this position is to assess progress in the assigned portfolio/program within the Branch including cost estimates, schedules, & performance suitability baseline requirements.

Duties

Assesses progress in the assigned portfolio/program within the Branch including cost estimates, schedules and performance suitability baseline requirements. Applies known methods and procedures and participates in the technical and resource planning for the assigned portfolio. Advises on significant program actions or problems and seeks resolution. Keeps supervisor informed concerning program progress and significant problems. Complies with all security directives and policies. Applies judgement when program constraints peculiarities preclude following established policies and procedures. Analyzes interrelated issues of effectiveness, efficiency and productivity; develops recommendations to solve problems and applies program management principles to guide program accomplishment. Program complexities frequently require reprogramming and adjustment of schedules, funding and the activities of program participants. Continually studies, reviews and evaluates program progress. Establishes management controls such as milestones, expenditure rates, management indicators and management reviews to reflect program status and provide early detection of emerging problems. Reviews programming documents and/or accesses the impact of external actions to determine their effect on the development, production and logistical support and to ensure that programs are within baseline and budgetary limitations. Provides feedback to customers and keeps abreast of changing environments and potential shifts in emphasis or other program changes. Takes appropriate actions to approve terms and conditions set forth in negotiations, contracting plans and budgets. Visits with contractors to observe progress, discuss and resolve problems and otherwise ensure that contractor is meeting appropriate contractual provisions. Provides advice and assistance to contractors on requirements and policy matters.

  • This is an acquisition coded position. Selectee must complete required certification level 2 in Program Management within 24 months of assignment.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade DO-01 (GS-11), or equivalent in the Federal Service. Specialized experience includes managing research contracts and funding, to include planning and initiating new contracts and task orders. Demonstrates the ability to identify the need pivot; developing solutions when the program progress requires modification to schedules, funding, and/or activities of program participants. Experience communicating with customers to discuss progress and identify and resolve issues that may develop is required. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Problem Solving Communication Business Management Teamwork and Leadership PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
