The primary purpose of the position is to provide guidance and supervision to the work of employees assigned to the Facility Community Care Program Office, Authorizations Section. She/he requires the ability and resourcefulness to engage in analytical, financial, statistical, and quantitative problem solving and analysis, utilizes a wide knowledge of all medical center and healthcare administrative principles, theories and practices.
Duties
Duties to include but not limited to the following:
Supervisory Duties:
Full responsibility for the selection, evaluation, initiation of promotion, adverse, and other personnel actions for the members of the unit; selects, supervises, and coordinates activities of subordinates.
Technically and administratively responsible for subordinate as shown on the Service organizational chart
Maintains effective measures of staff competency and performance improvement in accordance with the Health Care System's established performance improvement program.
Develops statements of goals, priorities, and plans for the full range of the activities for the unit.
Purchase Care Coordination Duties:
Serves as a subject matter expert and final technical authority on all matters of purchased care entitlements and is knowledgeable of rapidly changing current laws and regulations which includes processing consults for outpatient medical care programs and entering the appropriate authorization. Subject matter expert in the use of FBCS, consult tool, HRMS, and PPMS.
responsible for Administrative oversight of the Authorization section and works with the AO and site manager as well as clinical coordinators to insure daily operations of the unit are within nationally prescribed goals.
Analyzing purchased care program trends, forecasting anticipated changes in costs, and advising leadership of possible ramifications of costing increases/decreases.
Uses judgment as necessary to weigh the adequacy of prescribed procedures, maintain accuracy in all required computations, retain alertness in spotting errors of subordinates, utilize timeliness in submitting statistical summaries, etc., employ effectiveness in promoting morale, developing and maintaining interest in work, and confidence in the supervisor and loyalty to the organization.
Organizational Improvement Duties:
Receives and forwards contacts from Veteran, community providers, patient advocates, congressional liaisons, among others, that may involve dealing with people who are skeptical, uncooperative, unreceptive or hostile to settle controversial issues or arrive at compromise solutions with those who have different viewpoints, goals and objectives, replies are given a timeframe to complete and incumbents must provide feedback to the organization.
Produces weekly CISCO phone reports for senior level leadership to show the volume of inbound calls f rom Veterans, which helps in the request for additional personnel.
Manages and resolving the Greater than 14 days reports, researching, forwarding to clinical staff for status, and completion, contacting patients to resolve outlying consults and authorizations.
Analyzing the impact of changes within the Veterans Hospital Administration as well as national, state and local health policy changes on workload, resources, and demand for services within the health care network.
Cost Improvement Studies:
Ensures that the authorization data are in place and are effectively supporting the program throughout the Service.
Provides analysis to V AMC leadership on budgetary and finance issues and makes recommendations on resource allocation. Know ledge of rules and regulations to the accounting and budgetary methods such as accounting methods, IFCAP procedures, payment methods, and techniques used in day-to-day accounts maintenance, to analyze and interpret cost trends for the various CAR programs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/10/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 09 position you must have served 52 weeks at the GS 07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS 09 Minimum Qualification:
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in guidance and supervision of work of employees assigned, experience analytical, financial, statistical and quantitative problem solving and analysis, experience in medical center and healthcare administrative principles, theories and practices, as well as skills in applying to program administration, budget guidance and administration, direction planning and quality/production goals.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond above information. The equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required..
