As an HR Specialist (Compensation) (Recent Graduate) at the GS-0201-09, you will be part of the Office of Personnel Management (OPM), Office of Workforce Policy and Innovation. This is an entry-level position responsible for completing a variety of developmental pay and leave policy assignments to prepare the individual for the work of the target grade.
Duties
Successful applicants are placed in a dynamic 1 year developmental program with the potential to lead to a civil service career in the Federal Government. At the successful conclusion of this program, you may be eligible for non-competitive conversion to a Federal career or career-conditional position.
This is an entry-level position under the general supervision of the Manager, Leave Administration, Pay, Leave, and Workforce Flexibilities located in the Office of Workforce Policy and Innovation. This group is responsible for developing, implementing, interpreting, and evaluating Governmentwide policies on:
Leave administration (including annual and sick leave; sick leave for family care, bereavement, and adoption purposes; Family and Medical Leave Act, paid parental leave, and leave transfer and leave bank programs);
Pay administration (including basic pay-setting, locality pay, special rates, severance pay, and back pay) and pay flexibilities (including recruitment, relocation, and retention payments);
Premium pay (including pay under the Fair Labor Standards Act); and/or
Work schedules (including flexible and compressed work schedules).
The incumbent is responsible for completing a variety of developmental pay and leave policy assignments in these areas designed to prepare the individual for the work of the target position.
Researches and analyzes laws, regulations, guidance, and other materials pertinent to Federal pay and leave administration in support of projects headed by higher level staff.
Conducts formal research, reviews and analyzes existing office files and records, and/or surveys agency contacts in support of initiatives of higher level staff.
Gathers, organizes, compiles and reviews data involved in special studies, reports to Congress, and ad hoc requests.
Writes reports or research findings, drafts correspondence, and assists higher level staff in the preparation of decision papers and policy documents.
Responds to inquiries that require application of clearly defined areas of pay and leave administration.
Participates in meetings, conferences, and training courses to broaden knowledge of pay and leave administration issues, policies, and practices.

Qualifications
You must meet all qualification and eligibility requirements by June 30, 2024.
For the GS-09 Grade Level: You must have one year of specialized experience at the GS-07 grade level (or equivalent) performing compensation analysis, research, interpretation, and guidance to advise higher level staff on compensation (e.g., pay and leave) programs.

Have successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field such as Paralegal Studies, Public Administration, Public Policy, Human Resources. or LL.B. or J.D., if related (Note: You must attach a copy of your transcripts.)

Have a combination of graduate level education and specialized experience that when combined equals at least 100 percent of the qualification requirements. To calculate, divide the number of semester hours earned (in excess of 18 semester hours) towards a graduate degree by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. Then divide the number of months of full-time experience by 12. If your experience was part-time, convert to full-time by dividing the number of hours worked per week by 40 then multiply by number of months. Add the two percentages. The total must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)
To meet the Recent Graduate Program Eligibility requirements, you must have obtained a qualifying Associates, Bachelor's, Master's, Professional, Doctorate, Vocational or Technical degree or certificate from a qualifying educational institution, within the previous 2 years.
All Education must be accredited by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement.) ATTENTION VETERANS: A veteran, as defined in 5 U.S.C. 2108, who due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period shall have a full 2-year period of eligibility upon his or her release or discharge from active duty. In no event, however, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
