This position is used throughout the Servicing and Asset Management Office (SAMO), Business Center - Operations Office, Rural Development (RD), United States Department of Agriculture (USDA).
The incumbent analyzes, evaluates and advises management on issues relating to SAMO programs and operations. The incumbent formulates annual operating plans and studies, and tracks, monitors and evaluates results.
Duties
Serves as representative or project leader/coordinator on studies and task forces established to address specific loan servicing issues or changes to programs.
Analyzes integrates, develops, and prepares complex financial information estimates.
Defines and recommends alternative solutions to complex financial, managerial and regulatory reporting issues.
Provides analysis of the overall cost of specified operations and its impact on the larger RD budget.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade. (e.g.: one year at the GS-11 grade level for consideration for the GS-12 grade level.)
GS-12 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: technical experience in the areas of Single-Family Housing loan servicing, to include payment assistance calculations and administrative appeals and all applicable laws and program regulations. Advising management by analyzing and evaluating the effectiveness of program operation costs and reporting the impact on budget, personnel, overtime and automation; reviewing completed work of team members for technical accuracy and legal soundness; sharing knowledge, tools, training and support to accomplish work; and knowledge of Microsoft Access for data collection and management and reporting of Key Performance Indicators.
