As a Supervisory Analyst, the incumbent is expected to provide consultation and expert advice on leadership of efforts related to Healthcare and Insurance programs, operations, systems, data analytics, processes, and policies. The Supervisory Analyst will lead projects and initiatives in support of Healthcare and Insurance programs, which may require extensive coordination with stakeholders within OPM, other Federal agencies, insurance providers, and the public.
Duties
Developing business requirements, timeframes, and priorities for development of web based systems that support Healthcare and Insurance programs, as well as coordinating the testing, deployment, and enhancement of those systems.
Delineating and managing complex data analysis, collection, and transfer protocols, projects, and timelines.
Monitoring trends and developments in employee benefits, in both the public and private sector, and identifying the implications of such trends for Federal insurance programs.
Responsible for extensive operational, analytical, systems support, and policy development and implementation.
Qualifications
For the GS 14: You must have one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in public or private sectors), which includes performing ALL the following activities:
Negotiating suitable problem resolution alternatives when dealing with diverse viewpoints, goals, or objectives;
Giving advice, counsel, or instructions to employees on both work and administrative matters;
Planning work to be accomplished by subordinates by setting and adjusting priorities and preparing schedules for completion of work;
Providing consultation related to healthcare insurance programs, operations, systems, data analytics, processes, and policies; AND
Assuring that subordinate employees are carrying out required work.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level.
