About the Position: Serve as the Equal Employment Specialist with the United States Army Space and Missile Defense Command/Army Forces Strategic Command's.
USASMDC conducts space and missile defense operations and provides planning, integration, control and coordination of Army forces and capabilities in support of U.S. Strategic Command missions (strategic deterrence, integrated missile defense, and space operations).
Duties
Obtain and analyze statistical data and identify barriers to hiring, training, promoting and awarding of minorities, women and individuals with disabilities.
Assist in developing program activities that address identified barriers.
Maintain tracking system for EEO complaints.
Assist in preparing quarterly and annual reports required reports by the EEOC and the agency, i.e. MD715.
Provide mandatory EEO and related training to workforce and supervisors.
Participate in developing, implementing, and administering plans of action of the EEO Program, promoting clear understanding of the plan by all concerned and effectively coordinating all aspects of the program.
Conduct complaint processing, including intake, preparing counselor’s reports, managing case files, implementing the alternative dispute resolution process and processing formal complaints.
Coordinate with the Investigation Resolution Division (IRD) to obtain investigators and mediators; complete fact finding and IRD reporting documentation within timelines defined by regulation.
Represent the Command by being in contact with community elements interested in civil rights/equal opportunity; keep contact informed of plan of action and program objectives; solicit their support for the Command program improvements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- A one-year supervisory probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.

Specialized Experience: One year of specialized experience which includes 1) managing Equal Employment Opportunity (EEO) complaint process to include alternative dispute resolution and reasonable accommodations; 2) developing and implementing EEO policy and programs for the workforce; and 3) consulting with stakeholders to explain special emphasis programs.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH03/GS13 or above.
