You will serve as a PROGRAM ANALYST in the RANGES/TRGTS OPS/INSTRMNTN & LABS GROUP, THREAT TARGET SYS DEPT, SIMULATION VALIDATION OFC of NAVAIRWARCENWPNDIV CHINA LAKE.
Duties
You will oversee project management, execution, and business operations for the Navy Validation Program across all of the Naval Warfare Centers in support of Navy Test and Evaluation Investments.
You will be responsible for coordination with program sponsors including TRMC, OPNAV, NAVSEA, and ARMY.
You will be responsible for peer-to-peer coordination with various intelligence agencies to ensure current threat information for validating Threat Simulators and Targets.
You will lead the solicitation and award of follow on contracts as required and also conducts contract performance evaluation.

- MSP/PPP applicants must currently hold the required security clearance.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12/13) or pay band (DA-05) in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Performing work related to electronic warfare; 2) Utilizing expertise related to Systems Engineering Technical Review processes; 3) Briefing and preparing project proposals; 4) Managing technical projects, preferably air crew training systems of systems, equipment, and software; 5) Writing technical requirements (e.g., SOWs, PWs, IGCEs); 6) Experience pertaining to contractual terminology, policies, and processes.
