This position is located in the Department of Homeland Security (DHS), Office of the Chief Financial Officer (OCFO).
The primary purpose of this position is to serve as an analyst and/or advisor to management on a variety of program activities. Those may include, but not limited to budget methodology and control; statistical research; management techniques organizational structure; and planning and control systems.
Non-BU: This is a non-bargaining unit position.
Duties
As a PROGRAM ANALYLST (RESOURCES), GS-0343-9/11/12, your typical work assignments may include:
Collecting and analyzing pertinent data and information to quantify and justify resource requirements.
Conducting special studies and developing policies in assigned areas of responsibility.
Providing advice and guidance information of a factual nature regarding well-precedented issues.

Requirements

- This position may be filled at the GS-9, GS-11, or GS12 level. If selection is made at the GS-9 or GS-11 level, promotion to the GS-12 level may occur without further competition.
Qualifications
Specialized Experience:
GS-09: You qualify at the GS-09 grade level if you possess one of the following:
One year of specialized experience, equivalent to the GS-07 grade level in Federal service, performing duties such as: 1) Providing support to the planning and long range analysis of assigned program to support leadership decision-making on resource issues; 2) Applying analytical tools to assess program impacts and resources to include collecting, processing, analyzing, summarizing, and presenting statistical, financial, cost, and/or performance data needed for program analysis and decision making; and 3) Assists with Contracting Officer Representative (COR) functions concerning the technical performance of the contract; OR
A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; OR
A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level.
GS-11: You qualify at the GS-11 grade level if you possess one of the following:
One year of specialized experience, equivalent to the GS-09 grade level in Federal service, performing duties such as: 1) Supporting senior analysts in planning, implementing, and providing long-range analysis on assigned program(s) to support leadership decision making on resource issues; 2) Conducting, and supporting rigorous analytical studies within assigned portfolios while coordinating resource issues across the organization's missions, including areas where definitions, methods, and/or data are incomplete, controversial, or uncertain, or where boundaries of the studies are extremely broad and difficult to determine in advance.; and 3) Reviewing and monitoring funding and contract actions for compliance with requirements; OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR
A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. GS-12: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: 1) Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; 2) Utilizing skills in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; 3) Resolving major issues to set program goals and objectives, work processes, and administrative operations of the organization; and 4) Serving as a technical liaison between the contractor and the contracting officer and is responsible for ensuring satisfactory performance and timely delivery as set forth in the contract.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
