This position is part of the Security and Intelligent Documents, Government Publishing Office in Washington, District of Columbia.

Duties

Applies analytical skill, qualitative and quantitative techniques to identify, prevent, and correct defects in Passports, Smart Cards, and other Secure Credentials produced by the GPO. Observes and reviews products and verifies quality assurance processes; and interacts with officials at the Department of State (DOS). Analyzes documentation, tests electronic equipment, and reviews computer chips to determine reasons for rejection pertaining to all manufacturing waste. Oversees press and bindery machine production conditions/elements and reports the negative effect to the appropriate management official. Monitors and oversees the scheduling of 5S activities in the RBPC.

Requirements

  • You must be a current Career or Career Conditional GPO employee to apply.
  • Selectee must be able to obtain and maintain Non-Critical Sensitive - Secret Clearance.
  • Confidential Financial Disclosure Report may be required.
  • Selectee may be required to serve a one year probationary period.
  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify.
  • Selectee must successfully pass all preemployment requirements prior to appointment.

Qualifications

To qualify for the Lead Quality Assurance Specialist (SPF), PG - 1910 - 11 , can meet by the following requirements This position is being selected at a grade level 11 but has a full performance level of 12 and is a career ladder position. Meet the OPM Qualification Individual Occupational Requirement (IOR): Possess both Undergraduate and Graduate Education: with a Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Specialized Experience: Specialized experience for the Lead Quality Assurance Specialist, PG 1910-11, is that applicants must possess at least one (1) year of specialized experience equivalent to the PG-9 grade level or higher that demonstrates the following: 1) Utilizing knowledge of quality assurance methods, principles and practices to review production activities and contract quality measurements, and 2) Interpreting and applying product specifications, technical data, regulations and guidelines to ensure compliance and accountability and if needed request corrective action, and 3) Processing data and analyzing quality process control systems using systems such as Lean Six Sigma, to identify unsatisfactory trends or weaknesses in quality assurance control within a division or business unit. OR Possess the following education Ph.D. or equivalent doctoral degree in a field of study such as: quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR 3). possess three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a field of study such as: quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. or LLM., if related OR Applicants have a combination of the education and specialized experience which equals 100% of the above stated education and specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement (06/12/2024) to be considered.

Substitution of education in lieu of specialized experience may be used for this grade level.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
