This position is part of the Security and Intelligent Documents, Government Publishing Office in Washington, District of Columbia.

Duties

Provides daily work assignments, instructions, and guidance to Documents Inspection Technicians (DITs) and Printing Plant Worker's (Materials Handler). Ensures that physical security procedures, rules and RBPC protocols are followed. Analyzes documentation, tests electronic equipment, and reviews computer chips to determine reasons for rejection pertaining to all manufacturing waste. Observes and reviews products and verifies quality assurance processes; and interacts with officials at the Department of State (DOS). Participates in meetings with GPO and DOS managers to review quality data, to discuss disputes regarding rejected products and provide input to resolve concerns. Oversees press and bindery machine production conditions/elements and reports the negative effect to the appropriate management official.

Requirements

  • You must be a current Career or Career Conditional GPO employee to apply.
  • Selectee must be able to obtain and maintain a Secret Security Clearance.
  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify
  • Physical Demands-The work requires some walking, standing, bending, and carrying of items such as cartons of books.
  • Work Environment-The work is performed in an office and inspection room. The incumbent may be exposed to everyday risks and discomfort of typical office and meeting settings.
  • Must successfully pass all pre-employment requirements prior to appointment.

Qualifications

To qualify for the Lead Quality Assurance Specialist, PG - 1910 - 11 , you must meet the following requirements: TO QUALIFY FOR THE PG-11 - Incumbent must have at least one year of specialized experience at the PG-9 or equivalent grade level or higher in the Federal service or equivalent experience in the private or public sector related to the work of the position Lead Quality Assurance Specialist. Specialized experience must demonstrate the following: 1)Identifying, preventing and correcting defects in Passports, Smart Cards and other Secure Credentials, 2) Possessing extensive knowledge of how to apply quality assurance methods such as: ISO 9000 principles, Six-Sigma, LEAN Manufacturing and Quality Process Control to properly conduct audits for accurate interpretation and application of product specifications and technical data, and 3) Utilizing skill in interpreting and applying regulations or quality control requirements and guidelines for inspection, testing or measurement techniques. OR Ph.D. or equivalent doctoral degree in a field of study such as: quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a field of study such as: quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. or LL.M., if related OR Combination of education and Specialized experience that equals 100% Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement (03/27/2024) to be considered.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
