The position is located in the Office of Administration, Office of Occupational Safety and Health (OSH). The incumbent serves as the subject matter expert (SME) and primary staff advisor to the Director, Office of OSH for Worker's Compensation (WC) and/or Safety.

Duties

Maintain a comprehensive and current knowledge of the Department of Labor's Occupational Safety and Health Administration {OSHA) rules, regulations, standards and/or Federal Employee's Compensation Act (FECA). Maintain a comprehensive and working knowledge of Departmental OSH and WC procedures used throughout VA and is aware of the current status of key situations or problems. Coordinate activities of the Under Secretaries, Assistant Secretaries, and Other Key Officials within the Department. by serving as SME, trouble shooter, and negotiator. Keep the Director apprised of and identifies problems either actual or anticipated, communicates with the representatives of the Under Secretaries and Key Officials involved, and provides other consultative assistance. Ensure development of specific milestones and evaluation procedures that permit monitoring and control of program functions, and ensures effective responses to changes in program priorities. Assist with WC education or develops and conducts a comprehensive safety education program through formal training sessions, supervisor-employee discussions. Publicize safety and/or WC articles and disseminates educational materials to organizational units. Consult and maintain liaison with other WC and/or OSH personnel such as industrial hygienists to resolve occupational health hazards, civil engineers regarding alterations of buildings, also with National Safety Council-specialists to become familiar with the latest safety techniques and protective devices. Develop and revise WC and/or safety and OSH instructions, rules and regulations applicable to a wide range of medical facility operations systems and equipment; and seeks cooperation of supervisors to improve WC program management and/or to eliminate unsafe working conditions and mechanical risks. Plan and carry out surveys evaluating medical facilities operations; and prepares survey reports that identify where WC program management can assist with improving unsafe operations and conditions. Provide assistance to the representatives of the Under Secretaries and Key Officials relating to the OSH and WC programs on an ongoing basis, using specialized professional knowledge.

Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) Maintaining comprehensive and current knowledge of Occupational Safety and Health (OSH) rules, regulations, standards. (2) Providing overall safety goals, objectives, strategies, and long-range plans of the Department's OSH programs. (3) Developing, writing, and implementing nationwide OSH plans, policies, and programs contributing to the accomplishment of Department's strategic plans.

Education

There is no educational substitution for the GS-14 level.
