This position is located in the Division of Nursing at the Wagner IHS Health Center, Wagner, SD. The
position performs primary functions of assessing, planning, implementing,
directing and evaluating the care of patients. The employee is responsible for accreditation
organizational standards; managing assigned personnel, supplies and equipment on the unit; developing
and implementing patient care policies/training; and for promoting team work with physicians and
personnel of other departments.
Duties
Implements an effective, on-going program to measure, assess, and improve the quality of nursing care delivered to patients. Formulates and implements plan of action to effectively utilize resources.
Prepares reports on activities of the nursing program.
Develops and maintains criteria for standards of nursing care and for procedures to audit compliance with established standards.
Implements changes in existing programs and develops new programs to meet emerging needs.
Qualifications

BASIC REQUIREMENT(S):
Education
A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education(external link), Council on Accreditation of Nurse Anesthesia Educational Programs(external link), Accreditation Commission for Midwifery Education(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.
Licensure
For all grade levels and positions, applicants must have passed the National Council Licensure Examination(external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Experience: Basic Requirements for the GS-12 (or equivalent) Grade Level
In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Oversees a nursing division in an operating health care facility; management ability to delegate authority; formulates and implements nursing services in accordance with existing requirements, methods and procedures; provides leadership and direction to nursing programs ensuring proper health care management, evidence based practice, safe and quality patient care; establishes and maintains compliance with various regulatory accreditations, professional agencies, administrative policies and procedures, laws, regulations, standards and directives that are applicable to the organization; maintains positive partnerships with community, tribal, and educational programs and institutions
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
