The primary purpose of this position is responsible for developing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
Duties
Responsible for planning, evaluating, & executing programs within the Division.
Develops, implements, & controls contractual, financial, & technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
Plans the management and acquisition strategy for assigned projects/programs within cost, schedule, and performance baselines as directed by leadership.
Analyzes interrelated issues of effectiveness, efficiency, and productivity and develops recommendations to solve problems.
Plans, analyzes, and integrates technological concerns and management demands to resolve critical difficulties.
Establishes management controls such as milestones, expenditure rates, and management indicators/reviews to reflect program status and provide early detection of emerging problems.
Organizes teamwork efforts and may lead a team of specialists in resolving technical, schedule, cost, and supportability issues.
Represents organization at executive levels in the Government & to contractor/industry representatives.
Prepares, presents, defends, & interprets staff studies to the Director & other management officials.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade DO-01 (GS-11), or equivalent in the Federal Service. Specialized experience includes developing, implementing, and/or controlling contractual, technical, and/or financial aspects of the acquisition life cycle. Experience should include planning and initiating new contracts and task orders; applying program management principles to resolve issues and/or adapt changing requirements; AND organizing and leading a team working to resolve emerging problems.
