Duties

Lead analytic governance program to support senior leaders as they synchronize and align analytic priorities and support efforts to prioritize low density, high demand analytic resources. Lead marketing strategy for DAF analytic community; develop and implement innovative marketing and communications strategies to promote community outreach, continuous education programs, and increase customer awareness. Facilitate professional development and continuous education programs for the DAF analytic community. Manage strategic communications program for the DAF Analytic Community; develop and implement a comprehensive communication strategy to share information and optimize interaction with the analytic career field, particularly DAF civilian analysts.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: (1) Implementing analytic methodologies, techniques, and tools used in the field which contains but is not limited to probability and statistics, simulation, mathematical optimization, decision analysis, artificial intelligence, and machine learning; (2) Adhering to and educating on policies, procedures, rules, guidelines, and instructions relative to establishing governance structures with emphasis on continuous development within the analytic career field; (3) evaluating the effectiveness of training programs through feedback, assessments, and key performance indicators; (4) Researching trends in marketing in other fields and make decisions on what methods to apply within the analytic community to define problems and generating solutions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of developing effective policies, goals, and sound management practices to successfully direct military and civilian personnel programs. 2. Knowledge of communicating effectively, both orally and in writing 3. Ability to plan, organize, and direct the functions and staff of a small to medium project team. 4. Knowledge of a broad scope of analyst development, policies, principles, and procedures with emphasis on continuous development. 5. Skill in analytical methods and techniques for application to military and civilian workforce management issues 6. Knowledge of the functions and ability to interact and communicate with senior leaders at the GO/SES level to include the Secretaries Staff, Air Staff, Space Staff, OSD, OPM, AFPC, AETC and other organizations in the field of military and civilian development on a regular basis. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
