Duties
WHAT YOU'LL BE DOING DAY TO DAY
As an Information Technology Specialist (Data Management), you will use your knowledge of and experience with the Administration for Strategic Preparedness and Response to optimize business results and customer experience to:
The incumbent reviews, analyzes, transforms, and extracts data from disparate databases used by existing ASPR systems.
Coordinates with IT specialists to ensure that ESD-developed software applications are compatible and connectable to existing data systems.
Executes the technical processes of extracting, cleaning, and transforming large quantities of structured and unstructured data to anticipate trends and to solve problems.
Implements data mining and data warehousing programs.
Develops and implements data standards, policies, and procedures.

Qualifications
WHAT WE ARE LOOKING FOR
Basic Qualifications:
Must have IT-related experience demonstrating each of the four competencies listed below:
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Specialized Experience:
Must have at least one year of specialized experience, equivalent to the GS-13 level in the Federal service performing three (3) of the following:
Developing and implementing data governance policies, procedures, and standards to ensure the integrity, security, and availability of data assets.
Designing and managing data architecture frameworks, including data models, database schemas, and data integration strategies to support efficient data management and retrieval.
Implementing data protection measures, conducting risk assessments, and ensuring compliance with applicable data protection laws.
Establishing and maintaining data quality standards, conducting data quality assessments, and implementing processes to ensure data accuracy, completeness, and consistency.
Reviewing and evaluating emerging trends and technologies in data management, such as big data analytics, cloud-based data solutions, artificial intelligence, and machine learning, to assess their applicability and potential impact on data management strategies.
