You will serve as a SUPERVISORY INTERDISCIPLINARY in the Research & Development Group, Weapons & Warfare Systems Test Department, Mission Systems Test & Evaluation Division of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will influence test team formation and strategy for emergent mission systems technologies and programs. You will provide direction and oversight for product managers and ensure that development activities and operations plans are executed with a sound programmatic and systems engineering basis. You will collaborate with Technical Authority to ensure the appropriate characterization of technical risk, development of possible courses of action, and recommendation to appropriate decision authorities. You will attend technical meetings, program reviews, inspections, etc., with authority to make final commitments or recommend broad courses of action on technical aspects of testing weapon systems.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the basic education requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-04/GS-13/14 pay band in the Federal service or equivalent experience in the private or public sector performing some or all of the following duties: 1) Developing comprehensive reports of test results, conclusions, and recommendations, to defend and/or explain findings/actions to Navy and contractor representatives; 2) Articulating, presenting, and promoting a variety of ideas and concepts from layman to senior leadership for test efficiencies, planning and reporting, to include sensitive or controversial topics; 3) Forecasting previously unforeseen test requirements, interrelationships, potential hazards, and military effects of systems to ensure scientific validity, adequacy, and maximum efficiency; 4) Writing and reviewing test documents and their purpose in the acquisition process and understanding all Test & Evaluation phases and concepts within DoN program acquisition; and 5) Utilizing NAVAIR test processes, policies, and instructions, including NAVAIRINST 3936.4 and NAVAIRINST 3905.1 series of instructions and associated guides. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
