You will serve as the Naval Air Warfare Center Advanced Concepts Prototyping and Experimentation Product Director.

Duties

You will oversee a variety of Air Warfare/Surface Warfare research and development prototyping activities at NAWCWD. You will lead the planning and concept definition/formulation for weapon/weapon system related technology initiatives in the areas of air warfare and surface warfare. You will direct the DON's engagement in research and development of technologies and the prototyping of Air Warfare/ Surface Warfare solutions in assigned areas. You will directly participate in laboratory activities by providing direction and oversight of all technical work, actively participating in concept development, critiquing designs and implementations. You will track progress toward critical demonstration events and/or milestones relating to weapons and weapon system modifications and experimentation related to Air Warfare/Surface Warfare systems. You will work with the scientific and engineering community to identify new technologies, engineering innovations and potential game-changing capabilities to be introduced to the Fleet on an aggressive timeline in response to emerging threats.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.

Qualifications

The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration: 1. Experience leading research and development (R&D) prototyping activities for air & surface warfare weapons and weapon systems including concept definition or formulation, and developing innovative processes, approaches, and procedures for rapid prototyping. 2.Experience leading teams consisting of members from multiple disciplines and various functional organizations to rapidly develop and demonstrate warfare systems prototypes. Experience providing technical direction and expertise for exploratory, functional, and operational prototyping, as well as systems engineering and its application to organic rapid engineering efforts. 3. Experience identifying new technologies, engineering innovations and potential game-changing capabilities in the areas of air & surface warfare (including sensors, seekers, materials and energetics technologies), and incorporating into prototype development and experimentation to expedite fielding of weapons and weapon systems capabilities to operational forces. 4. Experience managing RDT&E funding for complex projects, leading workforce development efforts, and ensuring resource availability to achieve mission requirements. 5. Experience building relationships with Navy and Marine Corps technical and operational communities involved with Air Warfare and Surface Warfare. Experience developing and maintaining relationships with other military services, technical communities, Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), industry, and academia to assist in the development of advanced prototyping technologies. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 0801 Professional Engineering Series:
A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or
(IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

OR

For 1310 Physics Series:
Successful completion of a degree in physics; or related degree that included at least 24 semester hours in physics; or a combination of education and experience demonstrated by courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

OR

For 1520 Mathematics Series:
A. Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.-or-B. Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.

OR

For 1550 Computer Sciences Series:
A. Bachelor's degree in computer science
or
B. Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable.
