You will serve as a Chief Test Engineer in the Weapons and Warfare Systems Test Department of NAVAIRWARCENWPNDIV CHINA LAKE.
Duties
You will ensure adequate test planning, preparation, and coordination has taken place for all activities involving air vehicle developmental testing on the Land Ranges.
You will ensure land range processes and policies related to test planning and test plan review and approval are sufficient, with the goal of creating a more effective and efficient Test and Evaluation environment.
You will ensure that contractor/non-Navy tests thoroughly define the use of NAVAIR resources and support capabilities, and that customer objectives and planned activities are understood and can be successfully executed.
You will provide technically sound advice and guidance to project test teams, management, and program sponsors regarding specific technical aspects of test concept development as they pertain to Test and Evaluation.
You will verify that Test and Evaluation planning will result in thorough and robust test programs for all Navy activities, including Science and Technology demonstrations, developmental testing, and capability-based testing.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12/13) or pay band (DP-04) in the federal service or equivalent experience in the private or public sector in order to perform the duties of an Interdisciplinary Engineer/Scientist. Specialized experiences must include duties related to the following: (1) Articulating, presenting, and promoting a variety of ideas and concepts for test efficiencies, planning and reporting, to include sensitive or controversial topics; (2) Forecasting test requirements, interrelationships, potential hazards, and military effects of systems; (3) Formulating, directing, interpreting, and applying test planning, policy, and strategy to ensure scientific validity, adequacy, and maximum efficiency of aircraft systems; (4) Writing and reviewing test documents and their purpose in the acquisition process; and (5) Developing comprehensive reports of test results, conclusions, and recommendations.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual. Applicants must possess:
0801 Series:
Successful completion of a degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
1310 Series:
Successful completion of a degree in physics
OR
Successful completion of a related degree that included at least 24 semester hours in physics.
OR
A combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.
1515 Series:
Successful completion of a degree in operations research
OR
Successful completion of at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
1520 Series:
Successful completion of a degree in mathematics
OR
A successful completion of the equivalent of a major that included at least 24 semester hours in mathematics. Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.
1550 Series:
Successful completion of a bachelor's degree in computer science
OR
Successful completion of a bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
