The primary purpose of this position is to to serve as the information management / knowledge management (IM/KM) Analyst for the United States Northern Command (USNORTHCOM), Operations Directorate (J3), responsible for the planning, designing, and the implementation of IM/KM systems and system components to meet mission requirements.

Duties

Serves as the IM/KM Analyst and advisor to the USNORTHCOM J3 Director. Serves as a project officer responsible for the successful implementation, improvement, and sustainment of various IM/KM programs/projects. Serves as member of the Battle Staff as the Request for Information (RFI) Manager. Serves as the USNORTHCOM J3 Office of Special Staff operational support manager.

  • This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.
  • Position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • May be required to perform Battle Roster functions during Exercise and Real World events.
  • This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7.
  • IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF)
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).
  • Employee may be required to work non-traditional duty hours and/or be “on call” after normal duty hours, which may include evenings, weekends and holidays. Overtime may be required on short notice.
  • Shift work may be necessary during exercises, crises, or contingencies. May be required to be on phone recall and, during designated periods, 2-hour standby.
  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
  • Employee may be required to remain within Cheyenne Mountain for extended periods in support of Continuity of Operations. This position is cyber coded under the DoD Cyberspace Workforce Framework.
  • This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations.

Qualifications

In order to qualify, you must meet the generalized/ specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Schedule Qualification Standards (opm.gov) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes experience includes; The utilization of the current missions, capabilities, organization and operations, other unified commands; military services used in identifying information sharing requirements establishing timely conferences with the correct audience, managing Requests for Information, and maintaining the Battle Staff Operating Procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of military doctrine; Joint Operations, policies and procedures; DoD, military services and Joint organizational structures; state and federal emergency organizations and other pertinent interagency organizations to develop operating procedures and plans (i.e., IM/KM), route Requests for Information (RFIs) to correct organization and manage a classified situational awareness system. 2. Knowledge of COCOM-level crisis response processes; national intelligence organizations, state and federal emergency organizations, other pertinent interagency organizations such as the US Coast Guard, Federal Emergency Management Agency. 3. Knowledge of quantitative and qualitative methods and techniques used to interpret, formulate, plan, schedule, consolidate, and conduct projects, studies, and research on program effectiveness and efficiency in a complex and constantly evolving information environment. 4. Knowledge of voice conferencing, telephone, and telephone circuits, with familiarity in communications architecture engineering that is normally commensurate to a degree in Telecommunications and/or Information Management in order to manage collaborative tools, web portals, and senior-leader secure voice conferencing for GO/national-level decisions. 5. Knowledge of the military services and commercial technical Command, Control, Communications, and Computer methods, principles and practices to be able to work in a Joint service environment with personnel in both technical and operational fields. 6. Ability to work both independently and to form/lead work groups consisting of contractors, government civilians and military personnel with technical backgrounds. 7. Skill in preparing and presenting oral and written communications detailing specifics in requirements, priorities, procedures, concepts, principles, and practices. 8. Ability to apply telephonic/circuit knowledge and operational background regarding complex multi-domain operations to anticipate challenges, provide related solutions and advise senior leadership (SES or General Officer level) on matters pertaining to secure voice conferencing and all aspects of a Collaborative Information Environment. 9. Ability to develop and coordinate accurate and concise staff products during normal and crisis operations (such as plans, briefings, and analytical reports) resulting in general-officer operation synchronization meetings in a high-stress, short deadline environment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
