This position is in the Marketing and Regulatory Programs Information Technology, Infrastructure Services Directorate, Network and Unified Communications Branch (NUC). NUC is responsible for the engineering, deployment, and operations of the MRP enterprise network which covers many solution types and technologies that are employed to support the APHIS and AMS programs. This position reports to the Network and Unified Communications Branch Chief for the Infrastructure Service Directorate.

Duties

The duties may include, but are not limited to: Participates in the development of WAN/LAN/VoIP/Video/VTC/System designs. Day-to-day operations and maintenance of associated devices, and troubleshooting activities as required to keep solutions operational at all times (24 x 7). Involved in all aspects of solution technologies including internet access; cybersecurity; remote access services, network and system management; configuration and troubleshooting, Building and supporting the cabling infrastructure; and coordination of services. Coordinates and participates in a wide variety of technical and management level meetings, video conferences, and conference calls, and represents the views of the team. Development of alternatives for new or upgraded IT services, cost/benefit analysis of alternatives, and the development of documentation for presentation to management and technical personnel. Performs tasks as required to maintain the availability of the APHIS telecommunications infrastructure on a day-to-day basis as a Tier 4 Engineer. Tests and recommends new IT technologies to meet program needs, develops specifications for IT acquisitions, and assesses impacts of new technologies. Performs miscellaneous related duties as assigned.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Supporting IPv4 and IPv6 networks, including network equipment configuration, operations and troubleshooting routing protocols such as: EIGRP, OSPF and BGP. Supporting Voice over IP systems, including system configuration, operations and troubleshooting. Configuring, operating and troubleshooting of simple and complex Audio Video room systems. Supporting various network security solutions such as Cisco Identity Services Engine. Supporting management and monitoring of network, VoIP and AV Devices using management platforms such as Solarwinds. Note: There is no education substitution for this grade level. In addition, all applicants qualifying based on experience must have IT-related experience demonstrating each of the four competencies listed below. Applicants must demonstrate possession of these competencies within the body of the resume; no separate statements addressing them are required.
