The senior IT Division Enterprise Architect is responsible for the management of IT resources (personnel and financial) allocated to managing the enterprise application architectural needs of Marketing & Regulatory Programs (MRP) business units through the appropriate implementation of IT tools and platforms.
Duties
The duties may include, but are not limited to:
The incumbent reports to and works closely with the Director, Strategy and Digital Services, other MRP IT Directors, business program stakeholders, subject matter experts, and other Agency and Department IT leaders.
The Enterprise Architect serves as the subject matter expert optimizing the fragmented legacy processes into an integrated approach responsive to change.
Leads efforts to establish MRP application development standards and best practices addressing user interface, software architecture/coding/design/development, database, platform, and security areas of concern.
Leading a team of database, platform, and business layer architects to establish and manage the MRP Application Architecture operating procedures.
Providing, maintaining, and ensuring compliance with code development standards with the industry best practices in mind across MRP's mission-critical suite of applications.
Providing leadership in technical discussion and technical solution - architecture, implementations, upgrades, enhancements, and migrations to modern technologies including but not limited to the Cloud.
Collaborating with the Customer Liaisons, Business Owners, Project Managers, Branch Chief, and peers to establish program vision, priorities, and project schedules based on the Enterprise Architecture standards and industry best practices.
Leading the design and development of advanced web applications, application programming interfaces (APIs) to adhere to OMB’s ‘Open Data’ mandate.
Developing and communicating complex technical strategies and solutions, orally and in writing, to diverse audience such as CIO, Program area stakeholders and external entities.
Ensuring that systems are properly architected and instrumented to meet Federal Information Security Modernization Act (FISMA) and Continuous Diagnostics and Mitigation (CDM) requirements.

- Successful completion of one-year probationary period, unless previously served.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Developing, implementing, and ensuring compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of all IT programs.
Defining high-level migration plans to address gaps between the current and future state, in sync with the IT budget and capital planning processes.
Overseeing or consulting on technology implementation and modification activities (for example, projects), particularly for new or shared enterprise application solutions
Conducting essential IT related processes and common IT management best practices in different areas including, Enterprise Architecture Framework, Security, Application Rationalization Framework and Capital Planning
Note: There is no education substitution for this grade level.
