If selected, you will serve as the Branch Chief of IT operations for National Science Lab, and National Grain Center Labs/Field Offices, applying the mastery of IT program management and the use of skills in planning and evaluation to lead, coordinate and manage the activities of IT planning, development, and evaluation to ensure compliance of lab systems with security laws, policies, and regulations.
Duties
The duties may include, but are not limited to:
Participates fully with developing short- and long-range plans, goals, and objectives to support the Program.
Works in partnership to establish new standards and policies IT systems and management that pave the way for large scale, innovation in accomplishing program and agency objectives.
Oversees and manages the modification of hardware, software, operating systems, and data communications problems or limitation to maximize user effectiveness and efficiency.
Provides technical and administrative supervision to a group of IT team leaders and contractors who manage or provide support related to information and database systems.
Plans and assigns work to be accomplished by subordinate staff.
Communicates broad program and agency IT goals and technical strategies and translates them in terms of day-to-day service deliverables.
Oversees and manages the training of program personnel in the operation of systems or applications as they are implemented or modified for more effective operation.
Works to improve computer literacy within the user community to increase effective utilization of IT systems and applications.
Reviews the IT Staff’s work from an overall standpoint in terms of feasibility, compatibility with other projects, and efforts underway or completed in the IT field, and effectiveness.
Perform other related duties as assigned.
Requirements
- You must be a US Citizen or US National.

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Supervising a team of IT professionals providing IT systems or IT services that support the mission of the organization.
Gathering information, developing recommendations for, and implementing IT solutions to help better achieve the organization's objectives.
Experience with IT system design, configuration, operations and the ability to diagnose system and application-level issues.
Note: There is no education substitution for this grade level.
