About the Position: This is a TERM, Not to Exceed 13 months position with provisions to be extended up to a maximum of 8 years and to be made permanent. Position is being filled at the GS-11 level with promotion potential to the GS-12 level.

Duties

Serves as the Antiterrorism Officer (ATO) for the Joint Program Executive Program Armaments and Ammunition (JPEO AA) Antiterrorism (AT) program in support of the Force Protection (FP) mission. Incumbent is the focal point and Subject Matter Expert (SME) for coordinating policies and procedures governing AT and FP operations to include physical, information, operational, personal, and infrastructure security. Directs the development, implementation, and operation of an integrated AT program. Provides planning advice to the JPEO AA Commander and Commanding General on new policies, resolution of complex vulnerabilities, crisis management, and possible threats to the JPEO AA. Conducts comprehensive review and analysis of the JPEO AA AT plan, assessments, and survey reports for compliance with existing policies, procedures and supporting documents.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes 1) providing advice to management on possible threats; 2) conducting comprehensive review/analysis/synchronization of assigned units, tenants, sub-commands, and/or operational plans (e.g., Antiterrorism plans); 3) coordinating with Intelligence and Law Enforcement agencies to develop risk/vulnerability/criticality assessments; and 4) working with other protection programs and operations to include assisting Emergency Managers to implement operational plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
