As a Supervisory IT Program Manager, you will oversee and coordinate the Access Board's Information Technology (IT) program, policies, and projects. This position is responsible for the policy, planning, development, implementation, and monitoring of all IT management, strategic plans, policy, and budget activities of the Board including development and issuance and award of IT contracts, review of deliverables, and providing overall project and fiscal management.
Duties
As a Supervisory IT Program Manager, you will:
Perform a wide range of IT activities and duties that align with the Access Board's business strategy.
Serve as the Contracting Officer Representative (COR) in all IT procurement actions and works with the Contracting Officer to ensure that benchmarks for projects are being met and that contracts receive prompt payment for deliverables.
Provide input to the IT capital planning process. Analyzes business needs, objectives, and goals.
Perform the full range of supervisory functions. Performs position reviews and evaluations to determine if position is fully utilized or requires changes to duties to utilize the position more effectively.
Qualifications
You must meet the following requirements within 30 calendar days of the closing date of this announcement.
To qualify at GS-15, you must have one year of specialized experience at or equivalent to the next lower grade/band (GS-14 or equivalent) in the Federal service. For this position specialized experience is defined as:
Leads project activities to ensure success of the program and accomplishment of priorities and project resources. AND
Oversees the administration of IT contracts and monitors contract performance to ensure the full scope of service detailed in IT contracts. AND
Identifies agency information systems and modernization requirements. AND
Performs the full range of supervisory functions such as: performs position reviews, hears and resolves employee grievances, interviews and selects applicants for positions, determines employee training needs, etc.
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a Non temporary competitive appointment must have served at least three months in that appointment.
