Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will develop, determine, and interpret budgetary policies and practices. You will formulate budget and estimates to support plans, programs, and activities for the organization. You will review and evaluate budget requests. You will implement legal and regulatory controls over approved budgets.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

For the GS-12 Grade Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Identifying, analyzing, and resolving a wide range of financial management and accounting problems and developing/recommending alternative solutions. Examples of specialized experience include: 1) Establishing, monitoring, and validating financial commitments, obligations, and expenditures; 2) Formulating budgets and estimates to support plans, programs, and overall mission of an organization; 3) Presenting and defending financial budgets, reports, and estimates to senior leadership and authorities; 4) Reviewing, analyzing, and providing recommendations on costs and benefits alternatives for financial management programs and administrative operations; 5) Determining objectives, setting priorities, and ensuring sound management processes and procedures are in place for an organization; 6) Performing data analysis during various phases of budget administration; and 7) Utilizing ERP (Enterprise Resource Planning) as the system of record for all organizational financial management actions and to produce auditable financial reports. For the GS-11 Grade Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Identifying, analyzing, and resolving a wide range of accounting problems. Examples of specialized experience include: 1) Entering financial and budget execution information into a financial management system to maintain optimal functioning of an organization 's programs and activities; 2) Providing advice and guidance on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities; 3) Presenting and defending financial budgets, reports, and estimates; 4) Assisting with the review of costs and benefits alternatives for financial management programs and administrative operations; and 5) Reviewing financial reports and data to provide an accurate status of an operating budget; and 6) Utilizing ERP (Enterprise Resource Planning) as the system of record for all organizational financial management actions and to produce auditable financial reports. Education

For the GS-11 level only, in lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of Ph.D. or equivalent doctoral degree.
or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree.
or
Possession of an LL.M. that is related to this position being filled.
or
A combination of experience and graduate education as described above that equates to one year of experience.
