Duties
This position is located within the United States Department of the Interior, Office of the Secretary, Office of Restoration and Damage Assessment and will be located in Lakewood, Colorado.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
Provide direct support to Authorized Official and case team efforts, as requested, to assess injuries to natural and cultural resources, and plan, implement, and monitor habitat restoration and conservation activities throughout the United States and internationally.
Serve as a technical expert on natural resource damage assessment case teams, providing support on the restoration needs of injured natural resources throughout the process of damage claim development.
Support natural resource damage practitioners in planning restoration projects, developing and/or reviewing design and construction drawings, writing and submitting permit documents, and performing construction oversight during restoration project implementation.
Develop detailed cost evaluations for restoration projects at various stages of project design.
Support Department economists with restoration scaling and natural resource modeling.
Support data preparation, assessment, integration, and analysis, as well as Geographic Information Systems (GIS) applications support.
Write and review various plans and reports that support natural resource damage assessment restoration, including National Environmental Policy Act compliance and habitat restoration monitoring plans.
Provide direction and oversight to outside entities supporting program initiatives, serving as the contracting officer's representative (COR).
Develop policy, guidance, procedures, tools, and practices that enhance the Department's conservation efforts by restoring injured resources and habitats more efficiently and effectively; and
Represent the Restoration Support Unit with internal and external partners with the goal of strengthening coordination and partnership with these groups.
The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory approval.
Salary Information for Lakewood, Colorado
GS-12: Step 1: $96,664.00 to Step 10: $125,685.00 per annum.
GS-13 Step 1:$114,970.00 to Step 10: $149,465.00 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the specialized experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Experience applying the theories, principles, and methods of natural and cultural resource management as it relates to injury assessment, habitat restoration, land management, and fish and wildlife management; and
Experience working with natural resource damage assessment and restoration case teams in assessing injuries to and restoration of natural resources; and
Experience in habitat restoration planning, design, costing, and project implementation; and
Experience monitoring of natural resource restoration projects in a variety of inland and coastal habitat types, including but not limited to, aspects of invasive species management, habitat enhancements for threatened and endangered species and migratory birds, coastal and freshwater wetland restoration, and instream and riparian habitat restoration.

2. Experience coordinating and leading natural resource damage assessment and restoration case teams in assessing injuries to and restoration of natural resources; and
3. Experience in habitat restoration planning, design, costing, and project implementation; and
4. Experience monitoring of natural resource restoration projects in a variety of inland and coastal habitat types, including but not limited to, aspects of invasive species management, habitat enhancements for threatened and endangered species and migratory birds, coastal and freshwater wetland restoration, and instream and riparian habitat restoration; and
5. Direct experience with environmental policy and law, including the National Environmental Policy Act, Endangered Species Act, Comprehensive Environmental Response, Compensation and Liability Act, Clean Water Act, and/or Oil Pollution Act as it relates to environmental assessment and natural resource restoration.
