This position is located in the Office of the Assistant Secretary for Administration and Management (OASAM), Business Operations Center (BOC), Office of Facility Operations, Branch of Maintenance Services and is responsible for providing organizational-wide guidance and assistance in developing and implementing facility infrastructure, planning, and operations management of the Frances Perkins Building.
This position is inside the bargaining unit.
Duties
This GS-12 position has similar duties to the Full Performance Level (GS-13); however, responsibilities are less complex, and work is performed with greater guidance from the supervisor or other specialists.
Major duties at the GS-13 level include but are not limited to the following:
Direct and coordinate the operation, repair, preventive maintenance, construction, equipment, building, and grounds.
Implement sustainable operations and maintenance strategies.
Conduct thorough research to identify, assess, analyze, and enhance effectiveness and efficiencies within facility operations.
Evaluate current facilities to identify needs essential for supporting planned facilities and addressing space management concerns.
Create and develop detailed plans and specifications for facility service contract projects.
Identify and validate training, training support facilities, and infrastructure requirements.
Facilitate and coordinate team facility initiatives to ensure requirements outlined in statements of work are met.
Communicate with and ensure cooperation among the contractor and contracting officer (CO) to ensure satisfactory completion of the contract.
Maintain close relationship with the contractor in the interest of procurement integrity as well as sound contract management.
Ensure timely progress of contract performance.
Inspect, accept, and reject services and/or deliverables per the terms of the contract.
Monitor the control and disposition of Government-furnished assets.
Coordinate security requirements and site entry for contractor personnel.
Evaluate proposals for and participate in negotiations of changes, modifications, and claims.
Prepare required reports on contractor performance using the Contractor Performance Assessment Reporting System.
Requirements

Qualifications
You must meet the Basic Requirements AND the Specialized Experience to qualify for Facility Operations Specialist, as described below.
To qualify for this position, you must meet the following Basic Requirements in order to be eligible for this position:
Education- Undergraduate or Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.
OR
Specialized Experience: One year of specialized experience equivalent to at least the next lower level in the normal line of progression. Examples of qualifying specialized experience include:
Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
In addition to the specialized experience described above, applicants must also demonstrate 52 weeks of specialized experience equivalent to the GS-11 level in Federal service. Specialized Experience includes: Experience in performing duties associated with the technical aspects of facilities management such as architectural, structural, electrical, plumbing, fire suppression, and mechanical and drainage systems; Experience in repairing, installing and maintaining pipes, valves, fittings, drainage systems, and fixtures in commercial structures; Experience interpreting building plans and blueprints, responding to, diagnosing, and resolving plumbing emergencies.
