Duties

Summary: The primary purpose of this position is to manage the annual student load of approximately 250 students assigned to the C-5M Formal Training Unit. The incumbent is responsible for operational and administrative matters pertaining to the FTU students, as the registrar. Duties: Student coordination: coordinates program activities and requirements directly with AETC and AMC, students' gaining/losing Wings, Groups and Squadrons. Operates, monitors, and maintains student accounting databases: maintains statistical databases on student training loads and student type/population. Analyzes student training management data: independently performs a variety of complex administrative and statistical functions to support student aircrew training. Customer Service/Collaborator: provides quality customer service and establishes good working relationships with all employees, co-workers and students.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes: 1) knowledge of a comprehensive body of rules, concepts, techniques, procedures, and operations of flying training programs to perform a wide variety of assignments involved in the development of academic training schedules for student classes which meet syllabus objectives; 2) knowledge of the organization's operations and functions sufficient to analyze a variety of routine facts from various sources and use basic analytical methods and techniques to determine adequacy of, or deficiencies in the scheduling function while also tracking student throughput; 3) knowledge of the flying training program mission and objectives to perform assignments and resolve a wide range of issues using accepted practices; 4) knowledge of various office automation software programs, tools, and techniques to support office operations, retrieve and input data, and maintain accurate files; 5) ability to use a variety of computer programs/software to enter, maintain, sort, retrieve information, and produce a variety of standardized documents; 6) ability to carry out limited projects and research minor complaints and issues that are not readily understood, such as the effects of disciplinary actions on the program and student performance. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the rules, concepts, techniques, procedures, and operations of flying training programs to perform specialized assignments in the academic scheduling function. 2. Knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources to determine quality, accuracy, and applicability. 3. Knowledge of various office automation software programs, tools, and techniques to support office operations, retrieve and input data, and maintain accurate files; a qualified typist is not required. 4. Skill and ability to understand student flow management, student data and record management, and student administration AND skill in applying basic analytical methods and techniques to resolve conflicts and determine adequacy of, or deficiencies in the program. 5. Ability to use one or more established computer programs/software (Microsoft Office) to enter, maintain, sort, and retrieve organizational and/or program data. 6. Ability to communicate effectively, both orally and in writing, using tact and courtesy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
