Duties
Summary: The primary purpose of this position is to plan, implement and advise on Air Force Enlisted Specialty Training (EST) programs and activities to include administer the base level Air Force training and testing programs and to ensure programs are in place to manage upgrade, qualification, and
expeditionary training, and to perform specialized work with all aspects of the education and training function.
Duties
Performs enlisted training program(s) management by assisting in policy guidance, programplanning, monitoring and troubleshooting.
Manages Base-Level Enlisted Training (military OJT) by assisting base personnel on policies, procedures, corrective action(s) and cost-effective/best practices training methods available.
Performs staff assistance visits as requested.
Base Ancillary Training Manager.
Utilizes multiple office automation.
Performs additional duties/responsibilities.

Qualifications
In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Clerical and Administrative Positions, for the GS-1702, General Education and Training Technician Series.
SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES: Applicants must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes knowledge of, and skill in applying, an extensive body of military personnel rules, regulations, procedures, and precedents in order to work with the military enlisted formal training program; knowledge of military enlisted training programs in order to answer questions, resolve issues, prepare reports and coordinate with Headquarters on any issues; knowledge of the format, content, and uses of the military personnel record to interpret information for training eligibility; practical knowledge of technical methods gained through experience in order to independently perform recurring, significantly more difficult assignments (such as Staff Assistance Visits, or SAVs) that involve use of specialized complicated techniques.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR CURRENT FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated based on your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of military and/or civilian training programs or similar processes in parallel business and industry organizations in order to manage and oversee a comprehensive training program.
Knowledge of military organizational structure, protocol, and similar matters.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Skill and ability to prepare project and staff reports and to deliver briefings to senior civilian and military officials.
Ability to plan, and organize work, communicate effectively, both orally and in writing.
Skill in the use of automation software and related equipment.
Ability to train/guide military/civilian personnel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
