Serves as a Program Support Assistant providing a quality physical area with support to conduct clinical research for exempt studies. Providing service for clinical investigators by which protocol submission can be accomplished in an efficient manner. Performs a wide variety of tasks associated with maintaining and supporting the work performed within the Institutional Review Board and the Research and Development Committee.
Duties
Duties of the position include but are not limited to:
Advises Principal Investigators and Study Coordinators on technical aspects rules and regulations regarding the conduct of studies exempt from IRB review.
Conducts a pre-review of all R&DC submissions, evaluates all new submissions to determine consistency with VA requirements for approval and works with researchers to correct deficiencies prior to R&DC review.
Analyze protocols against the appropriate federal and local regulations.
Provides guidance and orientation to the Principal Investigators (PIs) and staff on which regulatory documents need to be submitted.
Analyzes and evaluates the applicability aspects of the regulatory documents related studies exempt from Institutional Review Board (IRB) review on a regular basis in order to ensure documents are aligned with the VA and federal policies and guidelines.
Submit quantitative reports including percentages of compliance and non-compliance to the Administrative Officer for R&D to be presented to the IRB and R&DC.
Prepares the minutes of the Institutional Review Board (IRB) and the Research and Development Committee (R&DC).
Provides insight to committee members and deal with rapid turnaround of protocols to investigators which may include working on multiple protocols at one time.
Prepares the determination letters of all the events reviewed by the IRB and R&DC.
Prepares the ACOS Notification Letters.
Enters data into the VA Office of Research and Development (ORD) database.
Other related duties as assigned.
Work Schedule: Monday-Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-06 position you must have served 52 weeks at the GS-05.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Language Proficiency Requirement:
Must be proficient in spoken and written English.
Must be proficient in spoken Spanish.
In addition to meeting the Language Proficiency requirement, you must qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: evaluating program studies and make recommendations, prioritizing assignments and completing work in a timely and accurate manner; using Word and Excel software to execute several office automations functions; and compile, analyze and evaluate information from different sources.
Preferred Experience:
Experience taking notes and transcribing into minutes.
Experience writing and proofreading documents.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Incumbent walks to and from meetings, record room, office supplies storage, and other required departments of the institution. Work requires sitting, standing, bending, reading and writing. May lift and move equipment when preparing turn-ins.
