The Nurse Manager for the Nursing Education reports to the Chief of Organizational Development and is accountable for the planning, organizing, directing, and controlling a comprehensive Nursing Education Program for VA Loma Linda Health Care System. Is responsible for Inpatient and Outpatient continuing staff education and competency, clinical education, academic affiliations, patient and family education, distance education, and continuing academic education, RQI, Valor, and RNTTP.
Duties
Works collaboratively with Patient Care Services leadership and all Services within the medical center and its affiliating CBOCs in the development and implementation of Patient Care Service educational programs and initiatives. Ability to demonstrate a servant leadership style.
Responsible for overseeing the Nurse Educators and Educational technicians in the development and delivery of Patient Care Service staff utilizing adult learning principles for the ongoing development of education programs enterprise wide. Accountable for Nurse Educators who are responsible for the orientation of new employees, evaluation of their progress in the orientation process, and for developing and implementing a learning plan for improving identified deficiencies. Oversees Unit-based Educators with the responsibility for the initiation and process for completing annual staff competencies.

2) Guides and directs Nurse Educators and others who provide patient care to meet competency and training standards to deliver excellence in care delivery

5) serves as a resource for clients and staff in implementing appropriate knowledge and training for patient care utilizing best practice;
6) Implements an ongoing educational plan to support own professional development;
7) practice of self and others using professional standards, relevant statutes, and regulations, and takes action to improve performance;
8) Assesses performance of others and proactively offers training where there are gaps in learning;
9) Refers to, consults with, and makes provision for educational programs for establishing ongoing best practices of care with other health care providers;
10) Provides feedback regarding the practice of others to improve care; utilizing observation and training to competency;
11) Initiates/participates in quality improvement activities that result in improved outcomes;
12) Uses a body of research to validate and/or change own professional practice;
Nurse Manager: Designated first-line supervisory authority, responsibility, and accountability for the Department as needed to ensure appropriate coverage for meeting training needs of 24/7 units. This includes the authority to accept, amend, or reject the work of subordinates. Has continuing responsibility for all the following functions:
(1) Planning work to be accomplished by subordinates, setting priorities and preparing schedules for completion of work;
(2) Assigning work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of subordinates;
(3) Evaluating the performance of subordinates;
(4) Making recommendations for appointments, advancements or reassignments of subordinates;
(5) Giving advice, counsel, or instruction to subordinate personnel on work and administrative matters; possess excellent communication skills.
(8) Identifying developmental and training needs of subordinates and providing or making provision for such development and training (VA Handbook 5007, Part III, Chapter 8). Responsible for maintaining continuous accreditation readiness of his/her units. Responsible for working closely with the Chief of Organizational Development in reviewing quality metrics for patient safety improvement data, customer service/patient satisfaction, patient and employee safety, interviewing applicants, employee relations, standards of care and practice, the work environment, and accreditation and regulatory standards. Actively develops and manages collaborative partnerships with physicians and other clinicians to develop multidisciplinary trainings. Responsible for staffing their Department as needed to ensure appropriate coverage for meeting training needs of 24/7 units, and works with other Nurse Managers to identify and share resources. Responsible for time scheduling of the unit, coaches staff, deals with employee conduct and performance issues, completes recurring reports and performance evaluations in a timely manner. Participates on service and medical center committees and task forces to improve nursing practice and patient care. Identifies educational needs of staff and ensures that these needs are addressed. Has an integral role in supporting and facilitating student nurse clinical experiences, as well as orienting new Nurse Managers. Works in partnership with the union and adheres to EEO principles. Will designate a cross-covering Nurse Manager in his/her absence to handle administrative and clinical issues, such as staffing coverage, granting leave, and patient and/or staff issues.

Qualifications
Basic Requirements:
English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD).
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.)
NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.

A minimum of five (5) years of full-time professional nursing education/leadership role, practicing in a variety of nursing settings, for population groups or integrated programs that cross service and/or discipline lines and influence organizational
mission and health care is strongly desired.
Demonstrated success in planning and activating new simulation environments, with demonstrated leadership in formulating new policies/practice protocols and in preparing programs for accrediting body reviews, such as Joint Commission.
Demonstrated success in leading the planning and delivering of nursing/clinical education, to include development of preceptor staff.
Documented experience in assessing and recommending the allocation of human and material resources, in determining staffing levels using NHPPD or other models in areas not yet under NHPPD, managing overtime, and the recruitment and
retention of nursing staff.
Demonstrates experience in the implementation and sustainment of High Reliability Organization practices and principles.
