The Jerry L. Pettis Memorial Veterans Hospital is recruiting for a Full-Time, Permanent, Nurse - Chief of Quality, Safety and Value. The position is executive in nature, comprised of a complex leadership and administrative role, associated with critical healthcare issues, and requires decisions that direct the organizational mission, healthcare services and policy.
Duties
The Chief of QSV reports to the Director of the Healthcare System and is a member of the Executive Management Team, guiding the organization through frequent interactions with the other executives and interdisciplinary service chiefs. The organization provides care through the structured framework of functional area Dyad Teams and is responsible for the ongoing oversight of all aspects of the healthcare system to ensure quality and minimize risk. The Chief of QSV's role extends into all clinical, administrative, education and research practice areas. Actions taken and decisions made are guided and supported by public laws, VHA directives, Office of Personal Management (OPM) regulations, executive orders, VA General Council, Office of Inspector General (OIG), The Joint Commission and local policies and procedures. This position requires an experienced individual with strong management and leadership skills, displaying the ability to make policy determinations and implementing practices and strategies that enable continuous improvement, system redesign and identification and mitigation of risk across all services and sites of care. The incumbent receives minimal supervision, with wide latitude for use of individual judgement and independent action to make decisions and resolve operational problems. Other executives are appraised of all significant actions by the incumbent, typically after the fact. The Chief of QSV is skilled in progressive leadership philosophies and techniques with a proven track record of leading successful and sustainable improvement initiatives representative of expert change management skills. They are able to work collaboratively with the executive team to determine and execute long and short term organizational and divisional goals to achieve the strategic objectives of the health care system.
The Chief of QSV provides executive leadership and direct supervision for: the patient safety program, protected peer review, controlled substance investigations, accreditation programs, the risk management programs, the early mobility program and safe patient handling program. The role provides supervision for the administration support personnel for the service. Additionally, QSV manages the Medical Center Polices through administration support personnel. They are able to collaborate with both administrative and clinical services to monitor quality and safety with the service and medical center through the use of the Accreditation Manager Plus Tracer program and functions as a facilitator in implementing action plans and process improvement strategies at the service and health care system level. The Chief of QSV reviews performance measures, external peer review program (EPRP) data, collaborates with System Analytics for Improvement and Learning (SAIL), applies clinical performance improvement methods, collects outcome data related to policy, procedure and regulatory compliance; and in collaboration with management, initiates performance improvement monitoring projects.
The Chief of QSV utilizes data and comparative analytic processes in recommending design and implementation of innovative programs to improve service excellence, customer satisfaction and compliance to patient care and regulatory standards. They will also lead in supporting and modeling high reliability and drive the aspirational goal of achieving a zero-defect, zero-harm, high reliability sustainable organization

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. In the performance of duties, the incumbent may be required to drive and/or ride in GSA vehicles.
