This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Program Integrity (CPI), Division of Investigative Systems Management (DISM). As an Information Technology Specialist (Systems Analysis), GS-2210-13, you will perform a variety of duties related to the design, development, and implementation of new and modernized HHS information technology (IT) systems in support of HHS programs.

Duties

Plan, coordinate, and perform systems design and development of a major IT functional area, which may include providing direction to lower-level staff and/or contract personnel. Plan, schedule, estimate, and monitor project progress and associated development and operational costs using project management and resource estimating techniques. Identify and analyze advancements in application development concepts, techniques, and tools. Make recommendations on how new application development concepts, techniques and tools could be applied to modernize IT systems.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: Performing Information Technology (IT) project management to deliver IT products, services, or systems to include the full Systems Development Life Cycle (SDLC); AND Implementing enhancements to modernize IT projects using expertise of IT principles, methods, advancements, policies, systems concepts and analysis, design, development, testing, or applications; AND Conducting studies (e.g., feasibility, cost analysis, risk assessments) to develop recommendations and alternatives on system improvements or processes for management; AND Ensuring that staff or contractors are compliant with related IT project plans, policies, and procedures. Applicants must also have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
