Purpose: To exercise second level supervisory and managerial authorities over the Child and Youth (CY) Services Flight activities assigned to the Force Support Squadron. Provides focus and direction for support services contributing to the mission readiness, resilience and well-being of the military force and family members.

Establishes, develops, and maintains effective working relationships with base organizations, senior leadership, squadron commanders, and representatives from other military services, Department of Defense (DoD) agencies, and related civilian organizations regarding services provided.
Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Reviews structures and organization to optimize use of resources and maximize efficiency and effectiveness of the organization.
Develops, monitors, and analyzes applicable data to track operating programs, evaluate effectiveness and applicability to strategic goals, and plan improvements. Evaluates CY programs' ability to meet current and future mission requirements. Develops, advocates, and oversees plans to meet those needs.
Exercises supervisory personnel management responsibilities at least 25% of the time.
PLANS, ORGANIZES, AND OVERSEES THE ACTIVITIES OF THE CHILD & YOUTH (CY) SERVICES FLIGHT. Develops goals and objectives that integrate organization and Flight objectives.
Establishes, develops, and maintains effective working relationships with base organizations, senior leadership, squadron commanders, and representatives from other military services, Department of Defense (DoD) agencies, and related civilian organizations regarding services provided.
Keeps leaders informed of program progress; advises of any significant developments. Monitors/Evaluates operating units and activities to determine compliance with applicable regulations, directive, procedures, and policies.
Ensures CY programs attain and maintain DoD certification and National Accreditation IAW Public Law.

- This position MAY be eligible for paid relocation (Permanent Change of Station (PCS) costs MAY be paid). Specifics will be discussed with the Selecting Official.

- Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
1. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
OR
2. Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in child and youth programs; practices and techniques of child and youth development; providing oversight of a variety of developmental services through center based programs of full day care, hourly care and special needs care; planning organizes, and oversees the activities of a Child Development Center, ensuring the programs comply with legal and regulatory requirements and meets customer needs; ensuring early childhood development training is planned and conducted according to the Developmental Training Model and individual needs by curriculum specialists. NOTE: You must submit a copy of official transcripts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of concepts, principles, theories, and practices relating to social or behavioral science and/or child and youth development.
2. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques.
3. Knowledge of safety, security, personnel management, and EEO regulations, practices and procedures.
4. Skill in effectively organizing and utilizing community resources within the program framework to augment the program to meet installation objectives.
5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
6. Ability to analyze, plan, and adjust work operations of one or more organization segments to meet program requirements and objectives within the available resources.
Education
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
