The primary purpose of this position is to serve as the Center's Subject Matter Expert for the Supply Chain Management (SCM) data analyses, applying SCM principles and providing effective analysis/ logistical support for associated operational taskings, policy, processes, and procedures.
Duties
Serves as the Center Expert for data analysis/data management associated with the PR/MIPR program to maintain continuous oversight of the activities and transitions within the Purchase Request Process System (/PRPS).
Develop metrics across the enterprise to establish findings for requirement owners and leadership.
Monitors, tracks, and analyzes PR error data and identifies trends.
Manages assigned Special Project/Programs and performs reviews and performs extensive analysis to determine the impact on SCM processes, and the center.
Reviews and provides metric analyses results for different levels of leadership, interpreting procurement policies and procedures with the goal to lower procurement lead time.

- The duty location for this position is (Tinker Air Force Base/Oklahoma) however this position is eligible for maximum telework flexibilities. Telework options can be negotiated and implemented after entrance on duty.

- May require working overtime or compensatory time during peak workload periods
- As required, incumbent will accomplish TDY in performance of officially assigned duties

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience must include providing data analysis of supply and purchase systems; identifying purchase request problems and resolution to those problems, and providing advice to management concerning the health and performance of the operation.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge and ability to conduct analysis of data in order to make appropriate recommendations to AFMC Systems, management and senior leadership.
2. Knowledge of SCM and supply regulations, policies, procedures, techniques and methods applicable to the PR process and data system.
3. Ability to read, interpret, and apply applicable reference material, such as spares procurement regulations, manuals, catalogs, records, and Purchase Instruments (PRs, MIPRs, DORS, etc.), to accomplish tasks and resolve complex system related problems/issues.
4. In-depth knowledge of data entry and processing of spares procurement transactions in applicable automated supply system.
5. Knowledge of a wide range of qualitative and quantitative methods to participate in the assessment and improvement of center level programs for SCM processes.
6. Knowledge of lean concepts that guide the study of SCM processes and the application of continuous process improvement to affect the changes necessary to improve process effectiveness and efficiency.
