The primary purpose of this position is to serve as a program manager and provide advisory services/recommendations to the organization. Develop/implement local policies/procedures for improving group systems. Oversee and perform analysis/process expertise in scheduling, planning, material control areas. Improve mission effectiveness, resource efficiency and savings.
Duties
Provides advice on work methods, practices and procedures, and assists the organization analysis team and/or individual members in Identifying the parameters of a viable solution for the system generated management indicators.
Provides expert technical assistance to production controller schedulers, planners, and material control personnel throughout the Group who perform Scheduling/Material Control and Planning functions for the processing of Management Items Subject to Repair (MISTR),Engines, aircraft, non-programmed and project directive workloads.
Plans, develops, conducts, and implements review and revision of all directives, regulations, operating instructions, and related policy documents pertaining to discipline and affirmation action for new items or areas of special interest for inclusion in training materials.
Briefs and makes presentations to various high-level managers both within and outside or the Group.
Advises ISO 9002 series quality goals and objectives in all activities.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience includes planning, organizing, analyzing, and managing productivity programs; evaluating performance data of work operations to improve resource efficiency and savings to include production costs, work processes, and identifying deficiencies; researching, interpreting, and applying policies and guidelines pertaining to operating programs; and determining application and impact of policies upon productivity of the Group.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a variety of production data indicating efficiency, financial posture, workload status, labor standard and material standard coverage, etc., of Group operations.
2. Knowledge of command structure, missions, programs, and organizational relationships and goals and objectives. Knowledge of major issues, work processes, and administrative operations of the organization.
3. Knowledge of the relationship of the various Groups and production entities involved in overall management planning and execution of logistics support of our military customers.
4. Knowledge and skill in applying analytical and management evaluation methods to policies and directives governing production management and DMF/DREP work processes within the Propulsion Maintenance Group.
5. Knowledge of management principles involved in major program goals that effect work loading, production costs, workflow and performance management.
6. Ability to communicate effectively both orally and in writing negotiates complex issues and maintains good working relationships with all individuals and organizations. The ability to provide thorough oral and/or prepared chart briefings.
Working Conditions:
Most work is performed while seated. Some walking and standing is required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
