Duties
Applicants who live within the local commuting area (i.e., a 50-mile or less radius from Glebe Road, Arlington VA (not driving distance)) are ineligible for local remote work and are expected to perform work onsite and may be eligible for telework in accordance with agency policy.
Typical work assignments include:
Support the development and implementation of international policy and initiatives in support of the CISA and DHS missions and international policy objectives.
Review materials for CISA and DHS leadership for alignment to DHS and CISA international priorities.
Represent CISA in a variety of engagements, understands CISA's priorities, and communicates the CISA mission and operational requirements and activities effectively to stakeholders.
Help identify and manage opportunities to pursue CISA's international agenda, whether through information exchanges, technical research and development, or operational activities with other DHS components, interagency counterparts and foreign interlocutors.
Qualifications
To be considered minimally qualified for this position, applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below.
BASIC REQUIREMENTS:
A. Degree: Bachelor's degree (or higher degree) or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. (NOTE: You must attach a copy of your transcripts).
OR
B. Combination of education and experience: Education equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education. (NOTE: You must attach a copy of your transcripts).
OR
C. Experience: Four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
AND
IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS:
You qualify for the GS-09 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-07 grade level (or equivalent) performing ALL the following duties:
Assisting in the research and analysis in support of an organization's international initiatives and international policy development; AND
Tracking administrative/operational tasks related to international engagements and communicating updates with internal and external stakeholders.
OR
EDUCATION:
A. Master's or equivalent graduate degree from an accredited institution that included major study in a related field of study such as international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities. (NOTE: You must attach a copy of your transcripts).
OR
B. Two (2) full years of progressively higher-level graduate education leading to a master's degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.B. (Bachelor of Laws) or J.D. (Juris Doctor) degree, if related
OR
COMBINATION OF EDUCATION AND EXPERIENCE: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the first year (total graduate education minus 18 semester hours or 27 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
You qualify for the GS-11 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-09 grade level (or equivalent) performing ALL the following duties:
Conducting market research, analysis and providing written recommendations in support of international initiatives and international policy development; AND
Assisting in the drafting and review of materials, reports, analyses and papers on international engagements; AND
Building and maintaining positive rapport with internal and external stakeholders and international organizations.
OR
EDUCATION:
A. Ph.D. or equivalent doctoral degree from an accredited institution that included major study in a related field of study such as international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities. (NOTE: You must attach a copy of your transcripts).
OR
B. Three (3) full years of progressively higher-level graduate education leading to such a degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.M. (Master of Laws) degree, if related
OR
COMBINATION OF EDUCATION AND EXPERIENCE: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the second year (total graduate education minus 36 semester hours or 54 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
You qualify for the GS-12 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing ALL the following duties:
Developing and implementing international initiatives and international policies; AND
Coordinating logistics and evaluating international activities to present findings and recommendations to senior leadership on international strategy; AND
Drafting, reviewing, and publishing materials, reports, analyses and papers on international engagements; AND
Managing international programs and activities to promote positive engagement with internal and external stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for specialized experience at the GS-12 grade level.
