Duties
Applicants who live within the local commuting area (i.e., a 50-mile or less radius from Glebe Road, Arlington VA (not driving distance)) are ineligible for local remote work and are expected to perform work onsite and may be eligible for telework in accordance with agency policy.
Typical work assignments include:
Work with the Branch Chief, Deputy Branch Chief, Attaché Section Chief, Senior CISA leadership and Chiefs of Mission around the
world to oversee and manage CISA's relationship with one or more countries and collaborates with interagency leadership to develop and lead international engagement strategies and collaborative activities with international partners in support of CISA's full mission.
Lead the development of CISA international policies.
Serve as a primary advisor to CISA leadership on bilateral and multilateral relationships for one or more key foreign governments, regions, and/or organizations.
Ensure that cybersecurity and infrastructure protection activities with international partners are coordinated with appropriate stakeholders.
Represent CISA at a senior level in a variety of engagements.
Serve on panels, committees, and technical groups at federal, national, and international levels; gives technical presentations and briefings; and writes authoritative papers and technical reviews.
Provide direct support to senior CISA, DHS, and subcomponent officials for meetings and travel.
Qualifications
To be considered minimally qualified for this position, applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below.
BASIC REQUIREMENTS:
A. Degree: Bachelor's degree (or higher degree) or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR
B. Combination of education and experience: Education equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education. (NOTE: You must attach a copy of your transcripts).
OR
C. Experience: Four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
AND
IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS:
You qualify for the GS-15 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-14 grade level (or equivalent) performing ALL the following duties:
Advising and conducting proactive planning to identify, prioritize, and ensure alignment of efforts with organizational goals; AND
Ensuring stakeholders are aligned and coordinated during the design, development, and implementation of joint planning efforts; AND
Managing international programs and activities to promote positive engagement with internal and external stakeholders; AND
Leading the development of agency international policies and processes to aid in negotiating future international agreements; AND
Demonstrating strong communication abilities to include conducting technical presentations and briefings to senior-level leaders and writing authoritative and technical papers.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.

Education
There is no substitution of education for specialized experience at the GS-15 grade level.

Foreign Education: Education completed in foreign colleges or universities may be used to meet the qualification requirements. You must show the education credentials have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials and such education has been deemed equivalent to that gained in an accredited U.S. education program.
