About the Position: Serves as a functional Range Facility Management Support System (RFMSS) administrator. Ensures scheduling procedures are followed and conflicts resolved. Coordinates road closures/blackout drives in support of unit training. Assists the range scheduling specialist in developing long-range plans for the assigned range complex and in establishing work schedules. Analyzes regulatory and other requirements and reprograms plans based on analysis.

Duties

Assists the Scheduling Specialist in managing schedules and allocation procedures for the live fire facilities, maneuver training areas, airspace, transient barracks, and facilities. Implements range operation functions directly related to the safe and efficient utilization of the Range Complex and Special Use Airspace (SUA) in the use of high risk weapons, ammunition, aviation and other hazardous materials. Prepares and supplies special data to the Integrated Training Area Management (ITAM), Range and Training Land Program (RTLP), and Operation and Safety section in support of the Sustainable Range Program (SRP). Attends monthly conferences and, as required, meetings for scheduling and coordination of usage of land, ranges, airspace, and facilities. Conducts scheduling/safety briefings of live fire activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to pass the following Range Operations Professional Development Courses; Inter-Service Range Safety Course (Intermediate), Range Facility Management Support System (RFMSS) course within one year of employment.
  • Must be able to obtain/maintain an Alaska Driver's License as duties will include operation of motor vehicle throughout the range complex.
  • Incumbent is subject to Recall or may be required to report for duty during adverse weather or in times of national disaster to preclude additional loss or damage to resources at the range facility.
  • Subject to performing TDY (Temporary Duty) travel away from primary work station approximately 10% annually for training or other purposes and will be subject to travel via both military and commercial air.
  • Incumbent is subject to an irregular tour of duty, which may include evenings, weekends, and holidays and shift work necessary to cover 24 hour-a-day, 7 days per week operation.
  • Must have normal depth perception and color vision.
  • Must have acute hearing, ability to speak clearly and to communicate effectively.

Specialized Experience: One year of specialized experience which includes: utilizing Range Facility Management Support System (RFMSS) to ensure range training is scheduled in accordance with legal requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Safety and Occupational Safety. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCommunicationsPersonnel Security and SafetyRangeland Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
