This position is located on the Office of the Chief Financial Officer (OCFO), Associate Chief Financial Officer for Shared Services (ACFO-SS), Transparency and Accountability Reporting Division at Washington, D.C. Incumbent serves as a Management Analyst utilizing a professional knowledge of analytical principles and procedures in carrying out assignments in policy areas related to Uniform Guidance for Grants and Agreements (2 CFR 200).

Duties

Supports analysis of grants policy and processes for use by award-making agencies within USDA. Participates in the policy analysis and monitoring of the various stages of the grant lifecycle to identify policy and process improvements and efficiencies. Participates in the development, issuance, and revision of existing Departmental Regulations to clarify requirements pertaining to grants and agreements guidance found in Title 2 of the CFR, America Competes Act, and Suspension and Debarment. Supports the administration of Assistance Listings and posting of Exclusions in SAM.gov and supporting agency-wide users with utilizing Grants.gov, federal-wide websites used to support the award-making agencies within USDA. Responds to Department inquiries using appropriate formats for presenting federal financial assistance information logically. Prepares data calls related to federal financial assistance, suspension and debarment, prizes and challenges, and other policy areas. Coordinates with USDA agency and staff office leads on response. Prepares final data into applicable formats for submission.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Specialized Experience Requirement: GS-11: One year of specialized experience, equivalent to the GS-09 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the competencies to successfully perform as a Management Analyst. Such experience includes, Knowledge of federal statutes and government-wide policies, rules and regulations that affect financial and grant management to support optimum functional operation in terms of such considerations as organization design, work processes, and cost reduction. Ability to identify federal financial assistance best practices to help create consistency and efficiency across varying stakeholders within a broad community of practitioners. Working knowledge of tools and websites utilized during the federal financial assistance life cycle. NOTE: This experience must be demonstrated on your resume and/or supporting documents. GS-12: One year of specialized experience, equivalent to the GS-11 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the competencies to successfully perform as a Management Analyst. Such experience includes, Knowledge of federal statutes and government-wide policies, rules and regulations that affect financial and grant management to support optimum functional operation in terms of such considerations as organization design, work processes, and cost reduction. Ability to identify federal financial assistance best practices to help create consistency and efficiency across varying stakeholders within a broad community of practitioners. Education

GS-11:
Education Can Be Substituted for Specialized Experience at the GS-11 level only.

Ph.D. or equivalent Doctoral degree
or
3 full years of progressively Higher-Level Graduate Education leading to such a degree (Ph.D. degree)
or
LL.M., if related

OR

Have an equivalent combination of successfully completed Higher Level Education and Specialized Experience that makes up 100% of the qualifications required for the position.

Combination of Education and Specialized Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)


GS-12:

There is no substitution of education for experience at this grade level.


Education must be reviewed and certified by an accrediting institution recognized by the U.S. Department of Education in order for it to be creditable toward your qualifications. Therefore, you should provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Foreign Education: If any education was completed at a foreign institute, you must submit with your application evidence that the institute was appropriately accredited by an accrediting body recognized by the U.S. Department of Education as equivalent to U.S. education standards.
