The CYP Policy and Compliance Manager provides management with objectively based information for making decisions on the administrative and programmatic aspects of operations and the development of policies and procedures for Navy CY programs by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of program services and operations.

Duties include but not limited to:
Provides administrative and/or technical supervision (including hiring, discipline, evaluation, and training) to direct staff.
Serves as a senior analyst for CY Programs. Provides oversight and coordination of enterprise-wide policy development, implementation, and compliance leading to effective and efficient program management and operations.
Sets the strategic direction by designing, developing, and implementing comprehensive programs and initiatives.
Analyzes, evaluates, and advises management on the effective delivery of programs and/or the efficiency of program management and operations for Child and Youth Program (N96).
Utilizes data driven insights to enhance programs and adapt to evolving business and operational needs.
Evaluates the content of new or modified legislation relating to the CYP to determine the programmatic impact within the CNIC AOR. Makes recommendations on proposed legislative changes and translates approved legislative changes to CNIC program guidelines.
Analyzes HQ Inspection results and makes recommendations for Navy policy changes/development.
Provides program analysis for a wide variety of complex interrelated issues/programs. Develops innovative and effective solutions for critical issues.
Identifies data sources, retrieves information and prepares reports/studies/projects involving Child and Youth Programs.
Provides written material for DON or other publications, annual reports, testimony, training manuals, pamphlets, or websites as assigned.
Ensures program compliance with policies and regulations, and achievement of program goals. Identifies significant trends and issues. Assists in forecasting program requirements. Assists in designing and developing Headquarters and higher-level CYP initiatives.
Maintains policy guidance including the CYP Operating Standards and the Navy Inspection criteria and revises as needed.
Conducts on-site reviews of CY program operations to assess compliance with Navy policy guidance.
Facilitates support for the development of guidance and assessment of compliance with applicable DoD and DON instructions and policies.
Prepare and deliver oral presentations to a variety of audiences concerning programs relating to present duties, responsibilities and leadership, and other areas specifically researched and analyzed.
Prepares information papers, reports, surveys, and briefings as required.
Manages requests for CYP reporting, data calls and briefings, and consolidates responses for submission to the Command.
Represents N96 leadership at meetings, briefings, conferences and/or other official gatherings.
Drafts or endorses correspondence pertaining to program operations, to include Congressional inquiries or correspondence to higher levels within the Department of Defense (DoD), government agencies, civilian groups, and to Echelon II commands and installation commanding officers.
Works closely with the CYP business lines (e.g., Business, Operations, Joint Operations) to develop program policy and guidance to ensure effective operations that meet DoD and accreditation requirements.
Confers with counterparts from other Armed Forces branches to review and coordinate Child and Youth Program policy implementation or to formulate and recommend proposed changes to Department of Navy (DON) and DoD policies.
Maintains liaison with CNIC leadership and other divisions within headquarters FFR (N9) and CNIC N-codes as needed to coordinate policy approval, resource allocation and response to taskers.
Liaisons with other offices of the DON, DoD and other Services, for the purpose of securing and/or providing information regarding CYP program policies and proposed actions.
Provides administrative and technical guidance to Navy leadership, Regional Commands, and field activities using statistical data and reports to support recommendations to correct deficiencies and improve performance of Fleet Readiness programs.
Research and reviews technical and operational challenges to assist regional program managers.
Liaisons with Regional CYP Managers on policy and compliance issues.
Requirements
- Must satisfactorily complete all background checks IAW agency policies and regulations.

- Must successfully obtain and maintain appropriate security clearance as needed.
- Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required.
- Must be able to obtain and maintain a valid state driver’s license.
- Must be able to obtain and maintain a Special Issuance Passport (e.g. Official Passport).
- CONUS and OCONUS travel, up to approximately 20% will be required.
- Some weekend, holiday, and evening work as a result of the variety of tasks and travel requirements is necessary.
- Must be currently employed in the United States government workforce as a federal employee (e.g., NAF or APF).

A qualified candidate possesses the following:
Four or more years or more of specialized experience with program management and policy development to include assisting functional oversight of various Military Child Youth programs and administrating agency directives and polices impacting Navy CYP.
Comprehensive knowledge of N96 Child and Youth Program operations and management to include fundamental and technical knowledge.
Knowledge of the Navy operational organizational structure, chain of command, protocol and funding, particularly as it relates to Child and Youth Programs.
Knowledge and understanding of DON/DoD philosophy, goals, vision, policy and programs relating to child and youth issues of military members.
Knowledge of program policies and regulations covering areas of applicable administrative and operational policies and procedures.
Mastery knowledge of management and business principles, concepts and techniques.
Knowledge of CNIC's organizational structure, functions, and mission.
Knowledge of personnel policy and practices to handle human resources requirements in a government environment, to include recruitment, performance management and evaluation.
Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or improvement of complex processes and systems, which have impact on CNIC/Navy/CYP program goals and objectives.
Knowledge of techniques to mentor, motivate and coach subordinate employees.
Knowledge of EEO program policy, goals, and implementation methods involving decentralized and diverse program operations.
Skill in developing, organizing, and conducting executive studies through team efforts.
